5. DISCUSSION AND COMMENTS AFTER 1ST READING OF THE INTERLOCAL AGREEMENT BETWEEN THE CITY OF BRIER AND SNOHOMISH COUNTY CONCERNING ANNEXATION WITHIN THE CITY OF BRIER.
