3. DISCUSSION REGARDING AUTHORIZING THE MAYOR TO RELEASE BONDS RELATED TO DEVELOPMENT WITHOUT COUNCIL APPROVAL EITHER TO A SPECIFIC AMOUNT OR ALL BONDS.
