April 9, 2002 Mayor
Kaske called the regular Brier City Council Meeting to order at 7:32 PM and the
flag salute was given. Roll Call: Present: Councilmembers Starks, Morgan,
Jordan, Doolittle, and Warner. Absent: Councilmembers Colinas and Gipson Reports of Committees
& City Officials: Mayor
Kaske asked if there were any reports. Mayor Kaske reported that books titled
“A Short Course on Local Planning” were available to check out. Councilmember
Jordan arrived at 7:35 PM. Mayor Kaske reported that the Governor signed the
bill extending the GMA Updates and the Supplemental Budget that will give
cities the backfill. Councilmember Jordan reported that Public Works would be
asking for a chipper/shredder and a replacement truck. Councilmember Jordan
reported that Parks is asking for $140 for Trails Day in June. Councilmember Jordan moved and Councilmember Starks seconded to
fund up to $140 for Trails Day on June 1 at Seattle Light Park. Motion Carried.
Councilmember Jordan informed Council that the dates of June 8 and July 18th
are the next two Concerts in the Park. He informed Council that Mr. Zimmerman
offered some Dogwood Trees for the park. Councilmember Warner reported that the
Planning Commission is interested in revisiting the Zoning Ordinance, including
temporary storage shelters that are going up all over the City. Public Requests &
Oral Communications: Mayor
Kaske asked if there was anyone from the public who wished to speak. Dwight
Reynolds, 2723 232nd Street, asked about nuisances and automobiles
left in yards in multiple numbers and informed Council that he had spoken with
a gentleman in Public Works about it. There was Mayor and Council discussion
explaining that review is being done on the subject. Consent Agenda: Mayor
Kaske opened for consideration approval of the Consent Agenda. Councilmember Jordan moved and Councilmember Starks seconded to
approve the Consent Agenda, which included approval the Brier City Council
Workshop Meeting of April 2, 2002; and approval of the Brier City Council
Minutes of March 26, 2002, and approval of the Brier City Council Minutes of
March 29, 2002. Motion Carried. Hearings: Mayor
Kaske stated the Public Hearing was on Variance Application No. V02-002 for
Michelle MacKensie at 2509 217th Place SW. Ron Magnuson, Ms.
MacKensie’s fiancé, stated they are trying to build storage for his boat
trailer with an eleven-foot setback instead of twenty-five foot. Mayor Kaske
opened the Public Hearing. Ronald Hunt, 21701 Vine Road, stated that there appears
to be ample access to their building. Mr. Hunt stated he would object to any
increase in congestion on Vine Road and would not like any trees removed in a
grouping of trees. Mr. Magnuson stated that tree removal is not planned. Councilmember Jordan moved and Councilmember Starks seconded to
close the Public Hearing on Variance Application No. V02-002. Motion Carried.
There was Council discussion. Councilmembers Jordan and Starks disclosed that
they had visited the site. Mr. Hunt again stated that his concern was increased
congestion on Vine Road. There was Council discussion regarding waiting to make
a decision until May 14th. Councilmember
Starks moved and Councilmember
Warner seconded to deny
Variance Application V02-001 for Michelle MacKensie at 2509 217th
Place SW. Motion Carried with Councilmembers Morgan and Doolittle opposing. New Business, Petitions,
Communications, Applications and Appeals: There
was Council discussion regarding Poplar Trees on Russet Road. Councilmember Warner moved and Councilmember Starks seconded to
authorize removal of 10 Poplar Trees on Russet Road and authorize an
expenditure of $10,700.00 plus tax for Seattle Tree Service per quote dated
March 15, 2002 with one half funded from Street Fund 101 and one half funded
from Council Contingency Fund 106. Motion Carried with Councilmember Morgan
opposing. Mayor
Kaske opened discussion the agreement between Northwest One-Call for subsurface
warning system. Councilmember Jordan
moved and Councilmember Warner
seconded to approve the agreement between Northwest One-Call and the City of
Brier for the subsurface warning system and authorize the Mayor’s signature.
Motion Carried. Ordinances, Resolutions
& Orders: Mayor
Kaske opened discussion on Ordinance No. 158.D for right-of-way use permits. Councilmember Warner moved and Councilmember Doolittle seconded
to approve Ordinance 158.D regarding right-of-way use permits. Motion Carried. Miscellaneous Business
by Call of Council Members & City Officials: There
was Council discussion on the specifications and bid call for tennis courts.
There was Council consensus to put out the bid call on the tennis courts. Mayor
Kaske reported that bids had been received on the 35th Avenue SW
Sidewalk Project and the low bid was lower than what was budgeted. Auditing of Accounts: Mayor
Kaske opened for consideration approval of the March 2002 Payroll Warrants. Councilmember Jordan moved and Councilmember Warner seconded to
approve the March 2002 Payroll Warrants No. 10594 through No. 10645 in the
amount of $70,879.92 with Warrants No. 10592, 10593, 10605, and 10607 being
Void. Motion Carried. Mayor
Kaske opened for consideration approval of the March 2002 Claim Warrants. Councilmember Jordan moved and Councilmember Doolittle seconded
to approve the March 2002 Claim Warrants No. 14837 through No. 14983 in the
amount of $312,621.71 with Warrants No. 14841 through 14906 and 14924 Void.
Motion Carried. Adjournment: Councilmember Jordan moved and Councilmember Starks seconded to adjourn. Motion Carried and
