Brier City Council Minutes December 10,
2002 Mayor Kaske called the regular Brier City Council
Meeting to order and the flag salute was given. Roll Call: Present: Councilmembers Jordan, Colinas,
Doolittle, Gipson and Warner. Councilmember Morgan arrived at 7:38 PM. Absent: Councilmember
Starks. Public Requests & Oral Communications: There was no public
present. Reports of Committees & City Officials: Mayor Kaske asked if there were any reports.
Councilmember Jordan informed Council that the tree lighting was a great
success. Mayor Kaske reported that the Project Team for the new City Hall would
be meeting this Thursday at 10:00 AM with the architect. Consent Agenda: Mayor Kaske opened for consideration approval of
the Consent Agenda. Councilmember Colinas
moved and Councilmember Jordan
seconded to approve the Consent Agenda, which included to approve the Brier
City Council Minutes of November 26, 2002; to approve the Brier City Council
Workshop Minutes of December 3, 2002; and to cancel the December 24, 2002 Brier
City Council Meeting. Motion Carried. Ordinances, Resolutions & Orders: Mayor Kaske opened for consideration approval of
Ordinance No. 300.A making revisions to the 2002 Final Budget. Councilmember Colinas moved and Councilmember Warner seconded to
approve Ordinance No. 300.A making revisions to the 2002 Final Budget. Motion
carried unanimously with a roll call vote. Mayor Kaske opened for consideration approval of
Ordinance No. 50.B revising the policies, rules and other provisions of the Brier
Library Board. Councilmember Colinas
moved and Councilmember Jordan
seconded to approve Ordinance No. 50.B revising the policies, rules and other
provisions of the Brier Library Board. Motion Carried. Miscellaneous Business by Call of Council Members &
City Officials: Mayor Kaske explained the background of sending out
a letter regarding a Notice of Delinquency. Councilmember Colinas moved and Councilmember Doolittle seconded authorize sending the
Notice of Delinquency letter for Account 16480.0 for Tom and Cynthia Grayson at
21506 32nd Place W.be sent. There was Council discussion. Motion
Carried. Auditing of Accounts: Mayor Kaske opened for consideration approval of
the November 2002 Payroll Warrants. Councilmember
Colinas moved and Councilmember
Doolittle seconded to approve the November 2002 Payroll Warrants No.
11019 through No. 11071 in the amount of $71,288.10, with Warrant No. 11010
through 11018 & 11029, 11030 & 11035 being void. Motion Carried. Mayor Kaske opened for consideration approval of
the November 2002 Claim Warrants. Councilmember
Colinas moved and Councilmember
Doolittle seconded to approve the November 2002 Claim Warrants No.
15467 through No. 15534 in the amount of $321,648.46, with Warrants No. 15472
through 15476 being void. Motion Carried. Mayor Kaske reported that the City will do some
soil samples for the new City Hall and that he had received three quotes to
drill three holes twelve to fourteen feet deep. Mayor Kaske informed Council
that Nelson Geotech in Woodinville was the lowest bidder at $2,750 plus tax and
asked if Council has any problem. There was Council consensus to proceed and
authorize the expenditure. Mayor Kaske informed Council of information
regarding the power line easement and the location of it on City property. He
informed Council that the Public Works trailer might have to be moved when City
Hall begins construction. Mayor Kaske asked for fifteen minute Executive
Session to discuss possible litigation regarding the Koch nuisance. Councilmember Colinas moved and Councilmember Jordan seconded to
adjourn for a fifteen minute Executive Session to discuss possible litigation
regarding the Koch nuisance problem. Council went into Executive Session at
8:25 PM and the Executive Session continue until 8:45 PM.. Adjournment: Councilmember
Colinas
moved to adjourn. Motion Carried and the Brier City Council Meeting of December
