July 15, 2003 Mayor Kaske called the regular Brier City Council
Meeting prior to Workshop to order at 7:30 PM, and dispensed with formalities. Roll Call: Present: Councilmembers
Starks, Jordan, Colinas, Doolittle and Warner. Absent: Councilmembers
Morgan, and Gipson. Approval
of Minutes: Mayor Kaske opened for consideration approval of
the Brier City Council Minutes of July 8, 2003. Councilmember Colinas moved and Councilmember Jordan seconded to approve the Brier City
Council Minutes of July 8, 2003. Motion Carried. Miscellaneous
Business: Mayor Kaske opened for discussion of the award of
the bids for a new City Hall. There was Council discussion regarding the bid
specifications with regard to storm water detention, sprinkler system, grade of
carpeting and roof, and option of generator power, along with the need for
civil drawings. Councilmember Starks
moved and Councilmember Doolittle
seconded to reject all bids, prepare new specifications revising the scope, and
prepare for a new bid call. Motion Carried. Ordinances, Resolutions & Orders: Mayor Kaske opened for consideration of approval of
Resolution No. 447.A providing for the assumption of obligations and
assignments of interest in the plat of Highland Ridge Subdivision No. 98-05.
There was Council discussion. Councilmember
Colinas moved and Councilmember
Doolittle seconded to approve Resolution No. 447.A providing for the
assumption of obligations and assignments of interest in the plat of Highland
Ridge Subdivision No. 98-05 and authorize Mayor’s signature. Motion Carried. Adjournment: Councilmember
Jordan
moved to adjourn to workshop. There was Council consensus to allow Public Oral
Communications. Paul Schroeder, 3226 238th Street SW,
Brier, informed Council that Nolan West suggested that he come before the
Council to state his case regarding nuisances on his property. Mr. Schroeder
stated that he was not sure if he should stay in Brier and discussed his case
regarding nuisances. Mayor Kaske informed Mr. Schroeder and Council that this
was part of his appeal and should be held at the appeal hearing. Councilmember
Warner arrived at 8:47 PM. Nolan West explained the problem with the nuisances.
Mayor Kaske again ruled that this should be in the appeal hearing process that
will come before the City Council. Mr. Schroeder informed Council that Mr. West
told him that he was going to serve him with another abatement notice. Councilmember
Colinas
moved and Councilmember Jordan
