Brier City Council Minutes

July 22, 2003



Mayor Kaske called the regular Brier City Council Meeting to order at 7:32 PM and the flag salute was given.

 

Roll Call:

Present:            Councilmembers Colinas, Gipson, Jordan, Warner, Morgan, Starks, and Doolittle.

 

Reports of Committees & City Officials:

Mayor Kaske asked if there were any reports. Councilmember Jordan reported that the Trolley Days Band played last Thursday and that all went well and he reported that SeaScare is coming up on August 13, 2003. Councilmember Starks arrived at 7:40PM.

 

Approval of Minutes:

Mayor Kaske opened for consideration approval of the minutes from the Brier City Council Meeting of July 15, 2003. Councilmember Colinas moved and Councilmember Jordan seconded to approve the Brier City Council minutes of July 15, 2003. Councilmembers Gipson and Morgan abstained due to their absence at that meeting. Motion Carried.

 

Hearings:

Mayor Kaske opened discussion of Business License BR03-067 for Kevin Snider of Cevres Technologies at 23628 35th. Ave. W. Mr. Snider explained his business. Councilmember Doolittle arrived at 7:50PM. Mayor Kaske opened the Public Hearing for Cevres Technologies. Joe Marusak of 3131  238th St. SW. spoke in favor of Mr. Snider's home business. Councilmember Jordan moved and Councilmember Gipson seconded to close the Public Hearing. Motion Carried. There was Council discussion. Councilmember Colinas moved and Councilmember Warner seconded to approve the Business License BR03-067 for Kevin Snider of Cevres Technologies at 23628 35th Ave. W. Motion Carried.

 

Mayor Kaske opened for discussion of setting dates for the Short plat applications for Munnis, Knapp, and the Appeal Hearing for Walker and an Appeal Hearing for Paul Schroder’s Nuisance Appeal. There was Council discussion to work all of the hearings into the schedule taking time sensitive issues into account. Mayor Kaske stated that he believes the Walker Appeal should not be heard by the Council but heard by a Hearing Examiner. Councilmember Colinas moved and Councilmember Gipson seconded that the Council move their Executive Session up on the agenda. Mayor Kaske called for a Roll Call Vote, Councilmembers Starks, Morgan & Gipson voted no. Motion Carried.

 

Mayor Kaske declared an Executive Session for one hour to discuss a potential Land Use Litigation at 8:00 PM. Mayor and Council returned from Executive Session at 9:17 PM.

 

Councilmember Colinas moved and Councilmember Doolittle seconded to set the dates for the Knapp Short Plat Hearing on August 12; Munnis Short Plat Hearing on July 29; and the Nuisance Appeal for Paul Schroeder of 3226 238th St. SW is set for August 26,2003. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials

Mayor Kaske opened for discussion review of the draft plans for the elementary school and Old Poplar Way sidewalks. Mayor Kaske proposed that there be a change to Sheet 3 on the Old Poplar curve to avoid removal of a tree and running into the horse trail. There was Council discussion. There was Council consensus to approve the change on Sheet 3.

 

Adjournment

Councilmember Colinas moved and Councilmember Gipson seconded to adjourn. Motion Carried and  Mayor Kaske declared the meeting adjourned at 9:43 PM.
