Mayor Kaske called the Special Meeting of the Brier City Council to order at 7:35 PM, and the flag salute was given.

Roll Call:

Present:            Councilmembers Doolittle, Starks, Gipson, Jordan, and Warner.

Absent:             Councilmembers Colinas and Morgan.

New Business:

Mayor Kaske stated that the Special Meeting had been requested by Councilmembers Warner and Starks and Mayor Kaske joined in their request. Mayor Kaske stated that he is representing Administration so he removed himself from the table and turned the Chair over to Councilmember Jordan to Chair the meeting. Tim Munnis asked if he could speak and explained that his position is that the Mayor has had his say on more occasions than he has had to speak. Mr. Munnis showed the Council the wording of a previous plat and the codes that were in effect at that time and explained the meaning of “shall”. Chairman Jordan explained how the special meeting came about and asked if Mayor Kaske had any comments. Mayor Kaske explained that the resolution had been drafted as the Council had requested. Councilmember Warner moved and Councilmember Starks seconded to reconsider the motion made last week granting Preliminary Plat Approval for the Munnis Shortplat No. SP03-03, specifically Section 12 and Subsection R regarding underground utilities. Motion Carried with Councilmembers Gipson and Jordan opposing. Mayor Kaske stated that Council must give Mr. Munnis notice of when they will meet for the plat to be reconsidered. Councilmember Warner moved and Councilmember Starks seconded to set the date of August 12, 2003 to reconsider Preliminary Plat Approval for the Munnis Shortplat No. SP 03-03. Motion Carried.

Councilmember Starks moved and Councilmember Gipson seconded to adjourn to workshop at 7:59 PM. Motion Carried and the meeting adjourned to workshop.
