October 28, 2003 Mayor Starks called the regular Brier City Council
Meeting to order at 7:30 PM and the flag salute was given. Roll Call: Present: Councilmembers Colinas, Gipson,
Jordan, McClenny and Morgan. Absent: Councilmembers Warner and
Doolittle. Public
Requests & Oral Communications: None Reports of
Committees & City Officials: Councilmember Colinas reported that he met with the
Police Department and they will switch to 800 MHz at the beginning of the year
and they will be trained on them the first week of November. Councilmember
Colinas reported the Police Department has free gunlocks available at the
Police Department. Consent
Agenda: Mayor Starks opened for consideration of approval
of the Consent Agenda. Councilmember Colinas pulled the bid for the Picnic
Shelter from the Consent Agenda. Councilmember
Gipson moved and Councilmember
Jordan seconded to approve the Consent Agenda which was to approve
Brier City Council Minutes of October 21, 2003, approve the SnoCom Interlocal
Agreement, and approve the cancellation of the November 11, 2003 Veteran's Day
City Council Meeting. Motion Carried. Councilmember
Gipson moved and Councilmember
Jordan seconded to award the bid to replace/repair the Brier Park
Picnic Shelter to Aldrich Construction to be paid out of Fund #105.
Councilmember Colinas showed Council digital pictures and stated that, when he
cost estimated it out, the bid was too high for the scope of the project.
Councilmember Colinas stated that he believes preventative maintenance could be
done with the timbers. There was Council discussion regarding what is needed
and the safety issue. Councilmember Gipson withdrew his motion. Councilmember
McClenny asked that Nolan West be asked to address the issue and that it be
discussed at the next meeting. Councilmember Colinas stated that he would like
to get more bids. Mayor Starks stated that he will have Public Works re-access
the project again and have a representative from Public Works at the next
meeting. Miscellaneous
Business by Call of Councilmembers & City Officials There was Council discussion regarding an anonymous
letter from a citizen regarding a nuisance and Mayor Starks stated Nolan West
is investigating the issue. There was Council discussion regarding an ad for a
Public Works Director. Mayor Starks stated that he got the salary from the AWC
Salary Survey and that the City needs a seasoned individual to do the job and
do it right and that he would like to hire a high end person and get the
individual that they want. Salary Range was discussed and Council gave the
Mayor input. Adjournment Councilmember
