BRIER CITY COUNCIL MINUTES

August 24, 2004



Mayor Starks called the regular Brier City Council Meeting to order at 7:35 PM and the flag salute was given.

 

Roll Call:

Present:            Councilmembers Colinas, Kaemingk, Morgan, Gipson, Doolittle, and

Corpron-Smith.

 Absent:            Councilmember McClenny.

 

Public Requests & Oral Communications:

Ed Walker 21206 Poplar Way stated that he handed out two documents to the Council and he submitted a copy to the Clerk.

 

Peggy Dare 22320 Hickory Way came to speak to the Council on three topics, the growth management act and zoning of lots and spoke on the nuisance ordinance and the apparent abuse of this. She finds the signs at Locust Creek Park objectionable.

 

Matt Daniels 22300 Hickory Way asked if there are repairs planned for Hickory Way because there are markings on the street and he hoped that something was being done.

 

Approval of Minutes:

Mayor Starks opened for consideration approval of the Brier City Council Minutes of August 17, 2004. Councilmember Doolittle moved and Councilmember Corpron-Smith seconded to approve the Brier City Council Minutes of August 17, 2004. Motion Carried. Councilman Gipson abstained.

 

Reports of Committees & City Officials:

Coucilmember Doolittle reported that at the Planning Commission meeting the Commissioners would like to see the Toy Vehicle Ordinance made more restrictive and, they are very supportive of the matter.

 

Coucilmember Corpron-Smith reported SeaScare was very successful. The Park Board would like to add port-a-potty's to the event. They have discussed the development at the baseball field and there are some items missing and not yet complete.

 

Coucilmember Gipson commented that SeaScare has gotten bigger and better with each year and it was a great evening.

 

Consent Agenda:

Mayor Starks opened for consideration approval of the Consent Agenda to approve Brier City Council Minutes of August 10, 2004. Councilmember Gipson moved and Councilmember Doolittle seconded to approve the Brier City Council Minutes of August 10, 2004. Motion Carried. Councilmember Morgan abstained.

 

Unfinished Business

Title 10.12.020 Toy Vehicles - Addressing Motorized Foot Scooters

Mayor Starks opened for discussion Title 10.12.020 Toy Vehicles - Addressing Motorized Foot Scooters. Ed Walker 21206 Poplar Way spoke on the issue. There was council discussion. The ordinance will stand and the Police will begin to enforce the issue more vigorously.

 

Hearings

Public Hearing on Business License #BR04-061 for Daniels Landscaping & Maintenance by Matthew Daniels located at 22300 Hickory Way.

Mayor Starks opened for consideration Business License Application #BR04-061 for Daniels Landscaping & Maintenance by Matthew Daniels located at 22300 Hickory Way. Mr. Daniels was present and gave the Council a brief description of his business. Councilmember Colinas moved to open the Public Hearing on the Business License Application. Peggy Dare 22320 Hickory Way supports the approval of this business. Kay Alberg 17904 3rd NW, Shoreline 98177, stated that she owns Lot 10 across the street from Hickory Way and is in favor of the business. Councilmember Colinas moved and Councilmember Gipson seconded to close the hearing on Business License Application #BR04-061 by Matthew Daniels at 22300 Hickory Way. Councilmember Colinas moved and Councilmember Gipson seconded to approve Business License Application #BR04-061 by Matthew Daniels at 22300 Hickory Way. There was council discussion. Motion Carried.

 

Public Hearing on Neighborhood Business License #BR04-067 for Brier Guitar Studio by Robert Lamb located at 23631 Brier Road, Suite D.

Mayor Starks opened for consideration Neighborhood Business License Application #BR04-067 for Brier Guitar Studio by Robert Lamb located at 23631 Brier Road, Suite D. Mr. Lamb gave a brief description of his business. Councilmember Colinas moved and Councilmember Corpron-Smith seconded to open the Public Hearing on Neighborhood Business License Application #BR04-067. Motion Carried. Councilmember Colinas moved and Councilmember Doolittle seconded to close the hearing on Neighborhood Business License Application #BR04-067 by Robert Lamb located at 23631 Brier Road, Suite D. Motion Carried. There was council discussion. Councilmember Colinas moved and Councilmember Doolittle seconded to approve Neighborhood Business License Application #BR04-067 by Robert Lamb located at 23631 Brier Road, Suite D. Motion Carried.

 

New Business, Petitions, Communications, Application Appeals:

Mayor Starks opened for review and consideration the Business License Renewal for M & M Development by Judy Moisant located at 3129 Russet Road. There was Council discussion. Councilmember Gipson moved and Councilmember Colinas seconded to renew the Business License and eliminate the further need for Council consideration. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials

Councilmember Colinas asked about the policy for documents that are dropped off at City Hall. The Mayor, City Clerk Paula Swisher and Director of Planning, Albert Williams all spoke to the issue.

 

Councilmember Kaemingk attended a Library Award meeting to acknowledge some young readers last week.

 

Adjournment

Councilmember Gipson moved and CouncilmemberColinas seconded to adjourn to Executive Session at 8:37 PM and close the meeting since there will be no action taken. The Mayor adjourned the meeting.
