October 26, 2004 Mayor Starks called the regular Brier City Council
Meeting to order at 7:34 PM and the flag salute was given. Roll Call: Present: Councilmembers Colinas, McClenny,
Kaemingk, Gipson, Doolittle, and Morgan. Councilmember Corpron-Smith arrived at
7:36 PM. Public
Requests & Oral Communications: None. Approval
of Minutes: Mayor Starks opened for consideration approval of
the Brier City Council Workshop Minutes of October 19, 2004. Councilmember Gipson moved and Councilmember McClenny seconded
to approve the Brier City Council Workshop Minutes of October 19, 2004 as
amended. Motion Carried. Morgan abstained. Reports of
Committees & City Officials: Councilmember Gipson attended an APTA conference
for the CT Board it had a number of informative issues regarding transit
issues. Councilmember Corpron-Smith reported that the Park
Board is working on the Baseball Field issue and the issue of placing benches
in the parks with advertising on them. She received a letter from Dean France
and he is presenting an LISD meeting in Mill Creek and has invited her to
attend, he has also offered to come speak to our council for free on the issue. Consent
Agenda: Mayor Starks opened for consideration of approval
of the Consent Agenda which includes Brier City Council Minutes of October 12,
2004. Councilmember McClenny
moved and Councilmember Corpron-Smith
seconded to approve the Consent Agenda which includes Brier City Council
Minutes of October 12, 2004. Motion Carried. Councilmembers Kaemingk and Gipson
abstained. Councilmember Doolittle amended her vote to abstain. Hearings: Mayor Starks opened the Public Hearing on Business
License #BR04-080 by Michael Stollov located at 3326 224th Pl. W.,
Brier. Mr. Stollov spoke on his behalf that the business is an online business
that is entirely web based, it is entirely drop shipped. Councilmember Colinas moved and Councilmember McClenny seconded to open the Public Hearing.
Motion Carried. Miles Johnson of 3254 224th Pl. SW stated that this is
the kind of business that does not bother him at all. Councilmember Colinas moved and Councilmember Gipson seconded to close the public hearing.
Motion Carried. Councilmember Colinas
moved and Councilmember Gipson
seconded to approve Business License #BR04-080 by Michael Stollov located at
3326 224th Pl. W., Brier, and adopt it with the staff’s
recommendations. There was council discussion. Motion Carried. New
Business, Petitions, Communications, Applications & Appeals: Mayor Starks opened for consideration codification
of Ordinances previously passed. Councilmember
Colinas moved and Councilmember
Corpron-Smith seconded to approve $1500 for codification of the
Ordinances presented. Motion Carried. Mayor Starks opened for consideration the
Delinquent Sewer M&O Accounts. Councilmember
Gipson moved and Councilmember
Doolittle seconded to approve that the Delinquent Sewer M&O
Accounts be sent to the City Attorney for collection processing. Motion
Carried. Miscellaneous
Business by Call of Councilmembers & City Officials Councilmember
McClenny asked about the Mountlake Terrace letter in the packets. This was for
the Highland Ridge project and the City of Mountlake Terrace will not absolve
us of our responsibility to collect the money. Executive
Session Mayor Starks adjourned to executive session at 8:07
PM for a period of an hour and a half. The Mayor and City Attorney came out and
asked to extend the executive session for an additional half an hour at 9:37
PM. The council returned at 9:55 PM. Adjournment Councilmember
Colinas
moved and Councilmember Corpron-Smith
