Mayor Starks called the regular Brier City Council Meeting to order at 7:34 PM and the flag salute was given.

 

Roll Call:

Present:            Councilmembers Colinas, McClenny, Kaemingk, Gipson, Corpron-Smith, Doolittle, and Morgan.

 

Reports of Committees & City Officials:

Councilmember Corpron-Smith attended the Park Board Meeting last Thursday. They are gearing up for the Easter egg hunt and do a planting in Brier Park. They are following up on the finalization of the baseball fields. There is a problem with the Logan Creek Trail, there has been a large amount of concrete poured on the public and horse trail.

 

Councilmember Gipson attended a Library Board Meeting and they have a new member Dee Williamson. The staff was complimentary to the Public Works staff on being very responsive. There is a Brier library event on Monday April 11 at Maddox Grill to benefit Friends of the Library.

 

Councilmember Kaemingk stated that he, Councilmember Morgan, City Engineer Jorge Garcia and the Mayor had five interviews for Community Development Director this week and they had some very good candidates.

 

Mayor Starks had a flyer on the table about Night on the Terrace to benefit Mountlake Terrace High School. He asked if the council would be interested in donating to the benefit.

 

Approval of Minutes:

Mayor Starks opened for consideration approval of the Brier City Council Minutes of March 8, 2005. Councilmember Gipson moved and Councilmember Corpron-Smith seconded to approve the Brier City Council Minutes of March 8, 2005. Motion Carried with Councilmembers McClenny and Doolittle abstaining.

 

Unfinished Business:

Mayor Starks opened for discussion the monitoring system for City Hall. There was council discussion. Councilmember Colinas moved and Councilmember Doolittle seconded to authorize the Mayor’s signature on the contract with Premier Monitoring Service to replace the motion made last week to approve Protection & Communication Services in the amount of $42.50 per month and no connection fee. Motion Carried.

 

 

Ordinances, Resolutions & Orders:

Mayor Starks opened for discussion the Stormwater Drainage issue for Highland Ridge, and the proposed Ordinance 318 to adopt Temporary Emergency Interim Controls governing BMC 15.04.030 – Drain pumps. The Plumbing Code covers this so the ordinance is not necessary.

 

New Business, Petitions, Communications, Applications & Appeals:

Mayor Starks opened for discussion & approval of the bids for tree removal in various areas of the City. There was council discussion. Councilmember Gipson moved and Councilmember Doolittle seconded to approve the bid from Asplundh in the amount of $6,725.00 plus tax for tree removal. Motion Carried.

 

Mayor Starks opened for discussion & approval of the bids for the UPS batteries. There was council discussion. Councilmember Colinas moved and Councilmember Doolittle seconded to approve the bid from All Battery Sales and Service in the amount of $3,217.00 plus tax and that the funds come from a current operating fund expense account. Motion Failed. Councilmember Morgan moved and Councilmember McClenny seconded to approve the bid from All Battery Sales and Service in the amount of $3,217.44 plus tax. Motion Carried with Councilmember Colinas opposed.

 

Mayor Starks opened to approve the purchase of the ASP upgrades for the Budget, Payroll and Sewer Billing programs in the amount of $6,000.00 plus tax. Councilmember Doolittle moved and Councilmember Gipson seconded to approve the purchase of the ASP upgrades for the Budget, Payroll and Sewer Billing programs in the amount of $6,000.00 plus tax. Motion Carried.

 

Mayor Starks opened for discussion & approval of the bids for the new Police firearms. Councilmember Morgan moved and Councilmember Doolittle seconded to approve the purchase from Cascade Armory of 8 Glocks model G37, 45 caliber and trading in our old Sig Sauers for a total amount of $1272.00 plus tax. Motion Carried.

 

Adjournment

Councilmember Colinas moved and Councilmember Gipson seconded to adjourn. Mayor Starks declared the meeting adjourned at 8:40 PM.
