October 4, 2005 Mayor Starks called the regular Brier City Council
Meeting to order at 7:34 PM and the flag salute was given. Roll Call: Present: Councilmembers Colinas, McClenny,
Kaemingk, Gipson, and Corpron-Smith Absent: Councilmember Doolittle and Morgan Public
Requests & Oral Communications: Ed Walker-21206 Poplar Way-Spoke to Council
regarding Power Point Presentation on Comprehensive Plan Draft. Mr. Walker told
the Council that he felt that the presentation was tilted more towards
developers. Hearings: Mayor Starks opened the Public Hearing on
Neighborhood Business License #BR05-049 for the Brier Pizza and Family
Restaurant, located at 23631 Brier Road. Applicant spoke on behalf of his
restaurant. Mr. Petropoulos stated that he will be open for business for
Tuesday to Sunday for lunch and dinner. Councilmember
Gipson moved and Councilmember Corpron-Smith seconded to open the
Public Hearing. Ed Walker-21206 Poplar Way-said he supports the business.
Dennis Nick-23807 31ST Pl W-asked applicant if he has obtained a
liquor license. Applicant answered that he has obtained it already. John
Fisken-22424 Old Poplar Way-said he supports the business. Councilmember McClenny moved and Councilmember Gipson seconded to close the Public Hearing. Community
Development Director, Paul Sweum spoke to the Council recommending approval
with conditions. There was council discussion. Councilmember Colinas moved and Councilmember Gipson seconded to approve Neighborhood
Business License #BR05-049 for the Brier Pizza and Family Restaurant, located
at 23631 Brier Road, per the requirements E, G, and J from the memorandum from
Paul Sweum dated September 30, 2005. Councilmember Colinas moved
and Councilmember Gipson seconded to amend his motion to include
that the applicant has 14 days to complete item “J” of conditions from the Memorandum
dated 9/30/05 with complete blocking of patio from the public until this
condition is met. There was Council discussion. Motion Carried. Ordinances, Resolutions & Orders: Mayor Starks opened for consideration approval of
Ordinance No. 321, amending BMC Chapter 17.38 with respect to Political Signs;
making provisions for immediate enactment; providing and allowing for placement
of political signs in the public right of way under specified terms and
conditions. There was Council discussion. Councilmember
Gipson moved and Councilmember
Kaemingk seconded to approve Ordinance No. 321, amending BMC Chapter
17.38 with respect to Political Signs; making provisions for immediate
enactment; providing and allowing for placement of political signs in the
public right of way under specified terms and conditions with the
recommendation that “promptly” be changed to “72 hours.” Motion Carried. Adjournment Councilmember
Corpron-Smith moved and Councilmember
Gipson seconded to adjourn. Mayor Starks declared the meeting adjourned
at 8:20PM.
