Brier City Council Minutes
February 28, 2006
Mayor ProTem Corpron-Smith called the regular Brier
City Council Meeting to order at 7:30 PM and the flag salute was given.
Roll Call:
Present: Councilmembers Krienke, Nick,
Kaemingk, Gipson, Gem, Corpron-Smith and Morgan.
Absent: Mayor Colinas
Public
Requests & Oral Communications:
Harold Christiansen 2975 220th St.
SW, handed out a letter to the Mayor
and Council. He was here to express his concern about the traffic problem on
Old Poplar Way and he really would like to get some help to fix this problem.
Adam Gregorich 2221 Old Poplar Way, he too is
concerned about the traffic problem on his road and the fact that a lot of
pedestrian traffic is on Old Poplar Way. He feels that a permanent solution
needs to be addressed for the safety of the recreational users.
Peggy Dare 22320 Hickory Way, she is here in
support of the changes needed on Old Poplar Way. She brought with her some
materials that are historic from previous Comprehensive Plans that discourage the
use of Brier’s Streets as cut throughs for commuters. She passed out a large
packet of information.

of Minutes:
Mayor ProTem Corpron-Smith opened for consideration
approval of the Brier City Council Minutes of February 21, 2006. Councilmember Gipson moved and Councilmember Nick seconded to approve the Brier City
Council Minutes of February 21, 2006. Motion Carried.
Mayor ProTem Corpron-Smith opened for consideration
approval of the Brier City Council Workshop Minutes of February 21, 2006. Councilmember Gipson moved and Councilmember Krienke seconded
to approve the Brier City Council Workshop Minutes of February 21, 2006. Motion
Carried.
Consent
Agenda:
Mayor ProTem Corpron-Smith opened for consideration
approval of the Consent Agenda which includes the approval of Laborers Local
1239 Union Agreement and authorizes the Mayor’s signature, and the
authorization of the Mayor’s signature on the Interlocal Agreement with the
City of Everett. Councilmember Gipson moved and Councilmember
Morgan seconded to approve the Consent Agenda which includes the
approval of Laborers Local 1239 Union Agreement and authorizes the Mayor’s
signature, and the authorization of the Mayor’s signature on the Interlocal
Agreement with the City of Everett.
Motion Carried.
Unfinished
Business:
Councilmembers Krienke
and Kaemingk excused themselves from the table.
Mayor ProTem Corpron-Smith opened for consideration
the continuation of Preliminary Plat Hearing on Brier Glen III – Resolution No.
476 Subdivision #01-001 by MIR Enterprises, LLC, @ 214th and 34th
Avenue W, by Vladan Milosavljevic. The applicant has requested to postpone to a
date certain of March 14, 2006. Councilmember Gipson moved and Councilmember
Morgan seconded to continue Preliminary Plat Hearing on Brier Glen III
– Resolution No. 476 Subdivision #01-001 by MIR Enterprises, LLC, @ 214th
and 34th Avenue W, by Vladan Milosavljevic to the date certain of
March 14, 2006. Motion Carried.
Councilmembers Krienke and Kaemingk returned to the
council table.
New Business,
Petitions, Communications, Applications & Appeals:
Mayor Pro-Tem Corpron-Smith asked when the council
could see a year end final report from Clerk-Treasurer Paula Swisher.
Clerk-Treasurer Paula Swisher explained that there have been some very large
discrepancies that she has been trying to correct with the checkbook and sewer
billing in order to close 2005. Her goal is to have it done before the Clerk’s
conference the week of March 20th.
Miscellaneous
Business by Call of Councilmembers & City Officials
Councilmember
Gipson will be absent next Tuesday March 7, 2006 and he attended the Police
Department meeting last night and he learned a lot about the statistics on the
traffic issues on Old Poplar Way and other areas of the City.
Councilmember Morgan
attended the Snohomish County Steering Committee meeting last Wednesday. They
discussed the MUGA boundries. The Snohomish County Planners spoke about
population targets. The next night he attended the SCT meeting and a
representative from the Governor’s office was there to hear their complaints.
Mayor Pro-Tem
Corpron-Smith heard from Dee Williamson that she and her husband went in and
planted some plants and the trees recently donated by Mr. Zimmerman at the
Library. Dee also asked about a low voltage lighting option at the Library for
the sign out front.

at 8:13 PM.
