Brier City Council Minutes

July 11, 2006



Mayor Colinas called the regular Brier City Council Meeting to order at 7:32 PM and the flag salute was given.

 

Roll Call:

Present:            Councilmembers Krienke, McClenny, Gipson, Corpron-Smith, Gem, and Morgan.

Absent:             Councilmember Kaemingk

 

Public Requests & Oral Communications:

Terry Muriekus 22815 34th Ave W, Brier, questioned being allowed to ride his dirt bike in his backyard. There was council discussion.

 

Ed Walker 21206 Poplar Way, asked when the draft comprehensive plan will be available. The Mayor stated it would be available on Thursday.

 

Reports of Committees & City Officials:

Councilmember Gipson attended the July 6th Community Transit board meeting and handed out a report to county and cities.

 

Councilmember Corpron-Smith mentioned that we have National Night Out on August 1st and SeaScare coming up. This Thursday is the Lynnwood Community Band in the Park night and Skatewave demonstration on August 16th.

 

Chief Lane stated that tomorrow night will be the first of two block-watch meetings this week to be held Wednesday and Thursday.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of June 27, 2006. Councilmember Smith moved and Councilmember Nick seconded to approve the Brier City Council Minutes of June 27, 2006. Motion Carried.

 

Hearings:

Mayor Colinas opened the Public Hearing on the 2007 Six Year Street Plan at 7:45PM.

Nick Bode 21904 34th Ave W, Brier asked if he could get a copy of the street plan. The

 Councilmember Gipson moved and Councilmember Corpron-Smith seconded to close the Public Hearing at 7:46PM. There was council discussion. The Mayor mentioned on Councilman Kaemingk’s behalf that 38th St. is a concern of his. Hickory Way is a road that needs additional work with drainage. Further discussion on the plan will be during the July 18, 2006 council workshop meeting.

 

New Business, Petitions, Communications, Applications & Appeals:

Mayor Colinas opened for consideration authorization of the Mayor’s signature and approval of Jim Cutts as applicant’s agent and Rich Maag as the alternate agent to approve the resolution for Federal Emergency Management Assistance funds. There was council discussion.

Councilmember Corpron-Smith moved and Councilmember Gem seconded to approve the authorization of the Mayor’s signature and approval of Jim Cutts as applicant’s agent and Rich Maag as the alternate agent to approve the resolution for Federal Emergency Management Assistance funds. Motion Carried.

 

Mayor Colinas opened for consideration the Administrative Appeal filed by Jessica Wright regarding Determination of a Dangerous Dog. Chief Lane addressed the council and explained his determination. Jessica Wright 4009 Elwood Dr W. University Place, addressed the council regarding her dog and the dog’s behavior. She is asking to keep the dog in Brier for approximately 2-3 months while she relocates, with the waiver of the surety bond for $50,000. There was council discussion.

Councilmember Corpron-Smith moved and Councilmember Morgan seconded to uphold the Chief of Police’s decision that the dog is potentially dangerous dog. There was council discussion. Motion Carried.

 

Ordinances, Resolutions & Orders:

Mayor Colinas continued the Resolution No. 489 approving the 2007 Six Year Street Plan for discussion at the workshop meeting on July 18, 2006 and for the July 25, 2006 meeting for consideration of approval.

 

Auditing of Accounts

Mayor Colinas opened for consideration approval of the June 2006 Payroll Warrants. Councilmember Corpron-Smith moved and Councilmember Gipson seconded to approve the June 2006 Payroll Warrants No. 13389 through No. 13446 in the amount of $107,940.95 with Warrants No. 13388 and 13406 being voided. Motion Carried.

 

Mayor Colinas opened for consideration approval of the June 2006 Claim Warrants.  Councilmember Corpron-Smith moved and Councilmember Morgan seconded to approve the June 2006 Claim Warrants No. 18282 through No. 18345 in the amount of $143,331.76 and Warrant No. 18281 being voided. There was Council discussion. Motion Carried.

 

Adjournment

Councilmember Gipson moved and Councilmember Corpron-Smith seconded to adjourn. Mayor Colinas declared the meeting adjourned at 8:52 PM.
