Brier City Council Minutes

September 26, 2006



Mayor Colinas called the regular Brier City Council Meeting to order at 7:00 PM and the flag salute was given.

 

Roll Call:

Present:            Councilmembers Nick, Kaemingk, Corpron-Smith, Gem, Gipson and Krienke.

Absent:            Councilmember Morgan

 

Public Requests & Oral Communications:

Don Watson 23319 39th Pl. w, stated that Officer Thomas was a good man and that he was also proud of Mayor Colinas and Brier Police Chief Don Lane for their speeches they gave at the funeral.

Jason Weber 23333 32nd Ave w, suggested that Brier name one of our parks, or parks to be, after Officer Thomas.

Brier Police Chief Don Lane stated that Brier Pizza’s donations were $5,000.

 

Reports of Committees & City Officials:

Councilmember Krienke stated that he attended the Planning Commission Meeting on September 20, 2006.

Councilmember Kaemingk stated that he will be meeting with South County Cities & Towns Committee on September 28, 2006.

Councilmember Gipson stated that he attended the Community Transit Board Meeting on September 21, 2006

Councilmember Gem stated that she attended the Library Board Meeting on September 13, 2006.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of September 19, 2006. Councilmember Gipson moved and Councilmember Corpron- Smith seconded to approve the Brier City Council Minutes of September 19, 2006.  Motion Carried. Councilmember Kaemingk abstained due to his absence.

 

Consent Agenda:

Mayor Colinas opened for consideration approval of the Consent Agenda which includes Brier City Council Minutes of September 12, 2006. Councilmember Gipson moved and Councilmember Nick seconded to approve the Consent Agenda which includes Brier City Council Minutes of September 12, 2006. Motion Carried.

 

 

 

 

 

 

Public Hearings:

PUBLIC HEARING ON BUSINESS LICENSE #BR06-060 BY DAN L PETERSON LOCATED AT 21704 37TH PL W, FOR EDUCATIONAL CONSULTING.

Dan L Peterson 21704 37th Pl W, gave Mayor Colinas a copy of his business license from the State. Mr. Peterson stated that he is a former Principal that works for the state and helps schools that are on probation as well as helping Seattle Pacific University. Mr. Peterson stated that he will mainly make phone calls and work on his computer from home.

Jim Cutts, Director of Community Development and Planning, stated that there are no problems with this business license, but there are twenty-one different criteria to be met.

Mayor Colinas opened the Public Hearing on Business License #BR06-060 by Dan L Peterson located at 21704 37th Pl W, Brier, for Educational Consulting at 7:59 PM. There were no comments. Councilmember Gipson moved and Councilmember Krienke seconded to close the Public Hearing at 8:00 PM. Motion carried.

Councilmember Kaemingk moved and Councilmember Corpron-Smith seconded to approve Business License #BR06-060 by Dan L Peterson located at 21704 37th Pl W, Brier, for Educational Consulting. Motion Carried.

 

Councilmember Kaemingk moved and Councilmember Nick seconded to move item C before B on the agenda. Motion Carried.

 

Mayor Colinas opened for consideration that the Public Hearing on the revisions to the Short Subdivision Code be moved to a date certain of October 10, 2006. Councilmember Krienke moved and Councilmember Nick seconded that the Public Hearing on the revisions to the Short Subdivision Code be moved to a date certain of October 10, 2006.  Motion Carried.

 

Councilmember Gipson moved and Councilmember Corpron-Smith seconded to move Miscellaneous Business by Call of Councilmembers & City Officials before the Public Hearing on the 2004 Comprehensive Plan update. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Councilmember Nick thanked all the Councilmembers for attending Officer Thomas’s funeral and he stated that he was proud of the speeches that Mayor Colinas and Brier Police Chief gave.

Councilmember Corpron-Smith stated that in October the Park Board will be having a dog day at Bobcat Park, calling it Bobdog Park.

Councilmember Gem reminded the Councilmembers that she needs submittals for the Brier Newsletter. 

Councilmember Gipson stated that the community’s support for the loss of Officer Thomas was overwhelming.

Mayor Colinas stated that there was a lot of plant material donated in Officer Thomas’ name. Mayor Colinas also stated that Joe Murphy’s detention pond is required to have a solid liner on its floor.  

 

Joe Murphy stated that the pond has been a problem for the last several years and that it will perform the way it was supposed to with a rubber liner under in.  

 

Mayor Colinas recessed for 10 minutes at 8:20 PM. The Councilmembers returned from recess at 8:48 PM.

 

Mayor Colinas opened the Public Hearing on the 2004 Comprehensive Plan update.

Mayor Colinas reviewed dates and explained what the Planning Commission recommended to the City Council regarding the Comprehensive Plan.

Robert Thorp, Thorp and Associates, stated that he is sorry for the loss of Officer Thomas. Mr. Thorp reviewed the strategies and problems with the Comprehensive Plan and feels that the Council has done a great job at this point and that it is ready to send to the State.

Mayor Colinas opened the Public Hearing on the 2004 Comprehensive Plan update at 8:59 PM.

Ed Walker 21206 Poplar Way, stated that the City Council and Planning Commission have done a great job with the Comprehensive Plan, but that they need to clarify a few more items so there are no discrepancies.

Joe Murphy 8254 South Bay shore Drive Clinton 98046, representing J. Murphy Inc., read letters submitted in 2000 regarding the Comprehensive Plan. Mr. Murphy stated that he gave a copy of the draft plan to an attorney who specializes in Growth Management and he read the problems the attorney saw with it. 

Keith Maw 2925 232nd St, stated he is a member of the Planning Commission and is a professional planner. Mr. Maw addressed issues he saw in the Comprehensive Plan.

Peggy Dare 22303 Hickory Way, appreciates all the hard work the Planning Commission has done on the Comprehensive Plan and she spoke about specific wording and what she would like to have added to it.

Gail Dibernardo 22613 23rd Pl W, stated that she attended the workshops and people were concerned with the oversized houses.

There was Council discussion.

Councilmember Krienke moved and Councilmember Gipson seconded to close the Public Hearing and allow written comments through 5:00 PM on October 3, 2006. Motion Carried.

 

Adjournment:

Councilmember Corpron-Smith moved and Councilmember Nick seconded to adjourn. Mayor Colinas declared the meeting adjourned at 10:11 PM.
