Brier City Council Minutes
October 24, 2006
Mayor Colinas called the regular Brier City Council
Meeting to order at 7:30 PM.
Roll Call:
Present: Councilmembers Krienke, Nick,
Kaemingk, Corpron-Smith, and Gipson arrived at 7:32 PM, and Morgan arrived at 7:38
PM, Gem arrived at 7:42 PM.
Public
Requests & Oral Communications:
Ed Walker 21206 Poplar Way, he handed out a letter
to the council regarding the McClenny Meadows Hearing Examiner recommendation.
Reports of
Committees & City Officials:
Councilmember Gipson attended two Community Transit
meetings and a Police Negotiations meeting.
Councilmember Kaemingk met with the
South Snohomish Counties group. They have been discussing the problems with
unincorporated Snohomish county and the developments that are being built
surrounding our City and the inadequacies in their regulations.
Councilmember Corpron-Smith attended
the parks board meeting. The park board held a Dog-a-ween day at Bobcat park to
get input regarding an off leash park.
Councilmember
Krienke attended the Planning Commission meeting.
Discussion continued on the tree ordinance and
there will be a special session on November 1st to finish the
discussion.
Mayor Colinas mentioned that he gave City Attorney
Tom Evans the night off and he will owe us a meeting at a later date. He and
the Chief met with Harold Christianson regarding the Old Poplar Way traffic
reports that the city took. He introduced Nicole Gaudette to the council and
her role that she will be assisting us in the near future.
Approval
of Minutes:
Mayor Colinas opened for consideration approval of
the Brier City Council Workshop Minutes of October 17, 2006. Councilmember Corpron-Smith
moved and Councilmember Krienke
seconded to approve the Brier City Council Workshop Minutes of October 17,
2006. Motion Carried. Councilman Kaemingk abstained.
Consent
Agenda:
Mayor Colinas opened for consideration approval of
the Consent Agenda which includes Brier City Council Minutes of October 10,
2006. Councilmember
Nick moved and Councilmember
Corpron-Smith seconded to approve the Consent Agenda which includes
Brier City Council Minutes of October 10, 2006. Motion Carried.
Unfinished
Business:
Mayor Colinas opened for consideration the
discussion of Briers participation in Snohomish County Tomorrow and authorize
next year’s payment. There was council discussion. Councilmember
Corpron-Smith moved and Councilmember Gem seconded to
decline Briers participation in Snohomish County Tomorrow and instructed the
Mayor to write a letter explaining why we won’t be participating. Motion
Carried.
Ordinances, Resolutions & Orders:
Mayor Colinas opened for consideration to extend
discussions to November 14, 2006 regarding Resolution No. 492 adopting the
Findings of Fact, Conclusions of Law by John Galt, as requested by applicant
Lindsey E. McClenny. Councilmember
Corpron-Smith moved and Councilmember
Nick seconded to approve to extend discussions to November 14, 2006
regarding Resolution No. 492 adopting the Findings of Fact, Conclusions of Law
by John Galt, as requested by applicant Lindsey E. McClenny. Motion Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials
Mayor Colinas opened for discussion the renovation
of Brier Park Picnic Shelter. There was council discussion.
Mayor Colinas opened for discussion the sewer rates
for 2007. There was council discussion.
Paula Swisher City Clerk-Treasurer presented a rate proposal to the council.
Mayor Colinas opened for
discussion a new dental plan offered by AWC that we would need to change our
participation agreement. The council was receptive to offering the new dental
plan as an option for the staff.
Mayor Colinas brought the
Brier Park Master Plan to the council for discussion. The Mayor will bring back
a revised drawing for the council to vote on a final park master plan, with the
changes to additional parking and the horse trailer area.

seconded to adjourn. Mayor Colinas declared the meeting adjourned at 8:53PM.
