BRIER CITY COUNCIL MINUTES
March 20, 2007
Mayor Colinas called the regular Brier City Council
Meeting to order at 7:30 PM and he dispensed with the formalities.
Roll Call:
Present: Councilmembers Krienke, Nick,
Kaemingk, Gipson, Corpron-Smith, Gem, and Morgan.
New
Business:
Mayor Colinas opened the Public Meeting regarding
the proposed off leash dog park in Bobcat Park.
George
Neilson
23213 32nd Ave W., he handed out a packet compiled by himself and 22
other residences from the area around Bobcat Park.
Ken
Overstreet,
Parks Board Chairman restated the recommendation of the Parks Board to have the
council consider an off-leash area in the play meadow of Bobcat Park.
Maddie,
Katlyn & Emmie Powers 3221 236th St. SW, they like the park the way that it is and
collected names of others who want it to stay the way it is.
Andrew Smith 3130 236th St.
SW, likes the park he lives next door and likes to play frisbee and tag.

23344 32nd Ave W, likes the park the way that it is.
Ronald Seman 23262 32n Ave. W, lives
directly across from the park and believes that a space should be made
available for dogs but believes that Bobcat Park is not the appropriate place
for it.
Justin Culver 2579 Nike Manor Rd, he is
the president of the dog club and handed out a packet to the council.
Craig Harris 22901 34th Pl.
W, Park Board member spoke in favor of the recommendation.
Stephany West 3424 238th St.
SW, park board member spoke in favor of the recommendation.
Amy Bell 3424 238th St.
SW, she thinks of Brier as a family and pet friendly area, she believes the dog
park would be a positive growth.
Kyu Kim 3230 236th St.
SW, lives on west side of Bobcat Park. He believes the biggest issue with the
park is the lack of drainage at the park. Currently the water drains into his
yard and his neighbor’s backyard. This issue was reported about 10 years ago
and the City Engineer came to look at the issue and said there wasn’t anything
to do to change this issue. He is against the dog park proposal.
Bekah Green 3211 238th St.
SW, she did a report for her college class on dog parks and the information
that she gathered was that the park does not meet the standards recommended by
any of the cities that currently have dog parks.
Ray Urstad 3307 236th St.
SW, he is basically against the dog park and he owns a dog.
Judd Williams 3211 238th St.
SW, lives on the backside of Bobcat Park. He asks that the council not consider
this as an off-leash dog park. It was donated as a playfield.
Rick &
Kelly Powers
3221 236th St. SW, they have three children that use the park which
is right across the street from their home and walk up and down 236th
and they are concerned about the increased traffic that the dog park would
generate.
Ed Einfeld 3133 236th St.
SW, lives across the street from Bobcat Park and he is opposed to the off-leash
park.
Mary Mark 2900 243rd Pl
SW, has lived here for 11 years and has a dog walking business. She sees the
benefits of having a dog park in the socialization of dogs.
Guy Flescher 23249 39th Ave.
W, Park Board member speaks in favor of the proposal. He pointed out that this
is just a trial and he believes it would be a good interaction for humans and
dogs alike.
Jerry Graham 3202 238th St.
SW, 15 year resident of Brier, he has never seen anyone in that park in all his
years. He is in favor of the dog park.
Cindy Graham 3202 238th St.
SW, she feels for the people who live next to the park, but the park is for all
the citizens of Brier.
Ed Walker 21206 Poplar Way, he likes
Bobcat Park and would hate to see it changed.
Mary Flescher 23249 39th Ave.
W, would like to see the issues addressed that have been brought up, but would
like the council to consider the dog owner community in Brier.
Vladan
Milosavljevic 23423 Brier Rd., he has been here since 1988, he has 3 small children
ages 8 to 4 ½ and they play in that park. He thinks that park is too small to
be turned into a dog park.

Wescott
23739 34th Ave S., she feels that vilifying dog owners for wanting
to use a park for their dogs is unfair.
Theo
Cleveland
3130 236th St. SW, he has pictures of a park in Everett that is only
.4 acres and there is no room for kids there and the grass is almost completely
gone.
Paul Ferguson 21959 Oak Way, he
appreciates the concerns of the neighbors in that area, he is in favor of a dog
park for socialization and would be another activity to make Brier a great
place to live. He supports an off-leash area even if it is not in Bobcat Park.
Christopher
Jones 3626
233rd Pl SW, he has lived here for 8 years and this is his first
meeting that he has attended. He would like the opportunity for him and his dog
to be able to socialize with others at an off leash area. He stated that maybe
a larger area might be a better place for an off-leash park.
Debi Williams 3211 238th St.
SW, wanted to know why the proposal that was accepted and voted on for Bobcat
Park has not been acted on.
Sheri
Thompson
24010 25th Ave. W, she is not a parent but she is a dog owner and
feels we should incorporate both areas for children and dogs.
George
Neilson addressed
the council again. He does not believe this is an us or them issue, he believes
that Bobcat Park is the wrong choice for on off-leash area.
Craig Harris re-addressed the council
and pointed out the plan that was adopted in 2001 would still include playground
equipment. He encourages people to come out and get involved in the process.
Kelly Powers is concerned about a pilot
program and the park being run down. She is concerned about the parking. During
the Dog-o-ween event there was illegal parking and part of their driveway was
blocked.
Justin Culver would like all the
citizens of Brier to be happy those with children and dogs and he is not
adamant about Bobcat Park but would like an off-leash area somewhere.
Cindy Graham suggested that the
requirement of a dog license be used to help increase revenue for the city.
Kyu Kim stated that people are
already letting their dogs off leash and are not picking up behind their dogs
in the park.
Kip Williams 3211 238th St.
SW, grew up here and played in Bobcat Park and he would like to see the park
used for children.
Ronald Seman wanted to restate the recommended
priorities of picking a dog park location and Bobcat Park is not that location.
Ryan Green 3211 238th St.
SW, he moved here 7 months ago, he is not a dog owner, but his experience with
dog parks is they are isolated from residences.
There was council discussion and they agreed to
move forward with an outline to look at the issue more closely and find an
alternative.
Adjournment
Mayor Colinas adjourned to workshop at 9:54 PM.
