BRIER CITY COUNCIL MINUTES

March 27, 2007



Mayor Colinas called the regular Brier City Council Meeting to order at 7:32 PM and the flag salute was given.

 

Roll Call:

Present:            Councilmembers Krienke, Nick, Kaemingk, Gipson, Corpron-Smith, Gem, and Morgan.      

 

Public Requests & Oral Communications:

Steve Vandivort 23155 23rd Ave. W. addressed the Council and told them that a back flow valve is present in the sewage system line to their home, but it is not a good solution for the Golden View Sewer Pump.

 

Reports of Committees & City Officials:

Councilmember Gem noted that seventh grade Brier Middle School has artwork posted at the library.

Councilmember Gipson attended the Community Transit Board meeting on March 1st. On March 10 through 15 he attended a legislative meeting in Washington DC on behalf of Community Transit. On March 23-24 he attended an annual Community Transit board retreat, and on March 27, he attended the CT executive committee meeting.

Councilmember Kaemingk reported that he reviewed warrants on March 12. On March 22 he attended the South Snohomish Cities and Towns meeting.

Councilmember Corpron-Smith attended the park board meeting on March 14th,  where there was discussion about the dog park issue and our up coming Easter Egg Hunt on April 7th.

Councilmember Krienke attended planning commission meetings on both March 7th and March 21st.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of March 13, 2007. Councilmember Nick moved and Councilmember Krienke seconded to approve the Brier City Council Minutes of March 13, 2007.  Motion Carried.

 

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of March 20, 2007. Councilmember Corpron-Smith moved and Councilmember Gem seconded to approve the Brier City Council Minutes of March 20, 2007.  Motion Carried.

 

Hearings:

Mayor Colinas opened for consideration Business License #BR07-024 for Gaby Imports by Gabriela Motoc located at 23913 29th Ave W. Jim Cutts, Director of Community Development & Planning gave a briefing on the business application at stated that it met Brier Municipal code, he recommended approval.

Gabriela Motoc 23913 29th Ave. W. was present and described her business to the council. Mayor Colinas opened the Public Hearing at 7:55.

 

Nickolay Klimenko 23916 29th Ave. W. has a concern about traffic problems that may be associated with the business.

 

Councilmember Gipson moved and Councilmember Gem seconded to close the Public Hearing at 7:58 PM. There was council discussion.

 

Councilmember Krienke moved and Councilmember Corpron-Smith seconded to approve Business License # BR07-024 for Gaby Imports by Gabriela Motoc located at 23913 29th Ave W, Brier. Motion Carried.

 

Mayor Colinas opened for consideration the request to postpone the Public Hearing on Business License #BR07-028 for Immanuel Adult Family Home by Randolfo R. Aquino located at 23434 39th Ave W.. Staff requests to continue to a date certain of April 10, 2007. Councilmember Kaemingk moved and Councilmember Gipson seconded to continue the Public Hearing on Business License #BR07-028 for Immanuel Adult Family Home by Randolfo R. Aquino located at 23434 39th Ave. W. to a date certain of April 10, 2007. Motion Carried.

 

New Business, Petitions, Communications, Applications & Appeals:

Mayor Colinas opened for consideration authorization of Mayor’s signature on the renewal Interlocal Agreement with Snohomish County for repair services. Councilmember Corpron-Smith moved and Councilmember Nick seconded to approve authorization of Mayor’s signature on the renewal Interlocal Agreement with Snohomish County for repair services. Motion Carried.

 

Mayor Colinas opened for consideration authorization of the Passport Services program and equipment purchase not to exceed $1,600. Councilmember Krienke moved and Councilmember Nick seconded to approve authorization of Passport Services program and equipment purchase not to exceed $1,600 and authorize the Mayor’s signature on the letter to the US Passport Services requesting to make the City of Brier a Passport Agency.  Motion Carried.

 

Mayor Colinas opened for consideration authorization for the purchase of a post and beam steel building from Town & Country in the amount not to exceed $25,000 as budgeted. Councilmember Krienke moved and Councilmember Kaemingk seconded to approve authorization for purchase of post and beam steel building from Town & Country in the amount not to exceed $25,000 as budgeted.  There was Council discussion. Motion Carried.

 

 

 

 

Miscellaneous Business by Call of Councilmembers & City Officials

Councilmember Krienke, on behalf of his neighbor who is involved with MTYAA, wanted to know if we could get drainage materials for the playfields and they would provide the labor to install them.

Councilmember Nick wanted to thank Councilman Gipson for the email on the Sacramento Study.

 

Adjournment

Councilmember Corpron-Smith moved and Councilmember Gem seconded to adjourn. Mayor Colinas declared the meeting adjourned at 8:27 PM.
