BRIER CITY COUNCIL MINUTES
April 10, 2007
Mayor Colinas called the regular Brier City Council
Meeting to order at 7:30 PM and the flag salute was given.
Roll Call:
Present: Councilmembers Nick, Kaemingk,
Gipson, Corpron-Smith, Gem, and Morgan. Councilmember Krienke arrived at 8:05
PM. City Attorney Rod Kaseguma.
Reports of
Committees & City Officials:
Mayor Colinas opened for the State of the Library
report from Sarah Evans.
- 30,988 visits to Brier Library, an increase of 6% from the previous
year.
- Lobby is used for books to sponsor reading programs. The lobby also
houses a case for collections and local student artwork.
- New system for patrons to pull books on hold by themselves. Also,
the library has added a self-checkout feature.
- 131 programs in library, over 17% increase from previous year. A
preschool PC has been added and will soon have access to Tumblebooks
program.
Mayor Colinas thanked librarian Sarah Evans for her
work.
Mayor Colinas opened for Eagle Scout Chris Rose’s
report on Locust Creek trail project. He presented Chris Rose with a
certificate of appreciation.
Mayor Colinas asked which Council members plan to
attend the Cities and Towns meeting so the City can RSVP. Councilmembers Nick,
Kaemingk, Gipson, Corpron-Smith, Gem, and Morgan as well as Mayor Colinas plan
to attend.
Councilmember Gipson attended the April 5th
community transit board meeting. He
brought a report that he handed out to other Councilmembers.
Councilmember Kaemingk reported that Councilmembers
met last Saturday to look at an area for a dog park in Brier Park.
Councilmember Kaemingk came to City Hall on April 7 to review warrants.
Councilmember Corpron Smith, attended the Easter
egg hunt, and wanted to mention she has
pictures of the event, she thanked the park board for their work on the egg
hunt.
Approval
of Minutes:
Mayor Colinas opened for consideration approval of
the Brier City Council Minutes of April 3, 2007. Councilmember Kaemingk moved and Councilmember Corpron-Smith seconded to approve the Brier
City Council Minutes of April 3, 2007. Motion Carried.
Mayor Colinas opened for consideration approval of
the Brier City Council Workshop Minutes of April 3, 2007. Councilmember Nick moved and Councilmember Gem seconded to approve the Brier City Council
Workshop Minutes of April 3, 2007. Motion Carried.
Consent
Agenda:
Mayor Colinas opened for consideration approval of
the Consent Agenda which includes Brier City Council Workshop Minutes of March
27, 2007. Councilmember
Kaemingk moved and Councilmember
Gipson seconded to approve the Consent Agenda which includes Brier City
Council Minutes of March 27, 2007. Motion Carried.
Hearings:
Mayor Colinas opened the Public Hearing on Business
License #BR07-028 for Immanual Adult Family Home by Randolfo R. Aquino located
at 23434 39th Ave W. Councilmember
Corpron-Smith moved and Councilmember
Kaemingk seconded to
move the hearing to the date certain of April 24nd, 2007. Motion
Carried.
Executive
Session
Councilmember Corpron-Smith moved and Councilmember
Nick seconded to adjourn to executive session at 7:54 PM with legal
council pursuant to RCW 42.30.110(1)(i) to discuss potential litigation &
potential litigation. The executive session will last approximately one hour.
Council returned at 8:44 PM.
Miscellaneous
Business by Call of Councilmembers & City Officials
Councilmember
Corpron-Smith authorizes Mayor Colinas to enter into a
contract with Oserna, Hahn, Spring and Watts for litigation up to and not to
exceed $15,000 with reports back to councilmembers at $5000, $10,000, $15,000
where the council will indicate allowance to move forward into additional funds
at each report. Seconded by
Councilmember Gem. Motion carried.
Councilmember Gipson
mentioned that May 3rd is National Day of Prayer.
Councilmember Kaemingk is
concerned with warrants regarding to litigation and meeting with Ms.
Lawrence.
Auditing
of Accounts
Mayor Colinas opened for consideration approval of
the March 2007 Payroll Warrants. Councilmember
Kaemingk moved and Councilmember
Nick seconded to approve the March 2007 Payroll Warrants No. 13980
through No. 14036 in the amount of $106,280.13. Motion Carried.
Mayor Colinas opened for consideration approval of
the March 2007 Claim Warrants. Councilmember Kaemingk moved and Councilmember Corpron-Smith seconded to approve the March
2007 Claim Warrants No. 18899 through No. 18956 in the amount of $328,999.38
and voided warrant #18898 and #18950. There was Council discussion. Motion
Carried.
Adjournment
Councilmember
Corpron-Smith moved and Councilmember Gem seconded
to adjourn. Mayor Colinas declared the meeting adjourned at 8:56 PM.
