BRIER CITY COUNCIL MINUTES

April 24, 2007



Mayor Colinas called the regular Brier City Council Meeting to order at 7:30 PM and the flag salute was given.

 

Roll Call:

Present:            Councilmembers, Nick, Gipson, Corpron-Smith, Gem, Kaemingk (7:35 PM) Krienke (7:38 PM)

Absent:             Councilmember Morgan and City Attorney Rod Kaseguma.

 

Public Requests & Oral Communications:

Ed Walker 21206 Poplar Way wanted to ask about the digital recorder that the city is planning to purchase. He wanted to know if there’s a problem with the present recorder. He asked that the City preserve the current machine for present and future city litigation.

 

Reports of Committees & City Officials:

Councilmember Nick met with Public Works to talk about various topics such as dog parks and the new pole building.

Councilmember Corpron Smith attended a Park Board meeting and will bring items to show the Council at a future time.

Councilmember Kaemingk wanted to mention that the dinner with Snohomish County Council is looking promising because of the different officials and several cities will be present at the event.

Councilmember Gipson attended a Community Transit Board workshop on April 19th . Today he attended a Community Transit Executive Committee meeting.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Workshop Minutes of April 17, 2007. Councilmember Gipson moved and Councilmember Kaemingk seconded to approve the Brier City Council Workshop Minutes of April 17, 2007. Motion Carried.

 

Consent Agenda:

Mayor Colinas opened for consideration approval of the Consent Agenda which includes Brier City Council Minutes of April 10, 2007. Councilmember Gipson moved and Councilmember Gem seconded to approve the Consent Agenda which includes Brier City Council Minutes of April 10, 2007. Motion Carried.

 

Hearings:

Mayor Colinas opened the Public Hearing on Business License #BR07-028 for Immanuel Adult Family Home by Randolfo R. Aquino Located at 23434 39th Ave W, Brier. Jim Cutts, Director of Community Development & Planning, gave a brief overview of the application. He recommended that the Council approve the home business because State Law allows it, and he recommended that they have the applicant fix the ventilation within two weeks. Mayor Colinas opened the Public Hearing at 7:50 PM. Shannon Tipple-Leen 3341 224th PL SW knows one of the residents in the home, and said that Mr. Aquino treats his residents like family members. She also says that it fits well with the Brier Comprehensive Plan. Kathleen Heringer 23500 39th Ave W had questions about allowing family homes in Brier. Councilmember Gem moved and Councilmember Nick seconded to close the Public Hearing at 7:56 PM. There was council discussion. Councilmember Gipson moved and Councilmember Kreinke seconded to approve Business License # BR07-028 for Immanuel Adult Family Home by Randolfo R. Aquino Located at 23434 39th Ave W, Brier provided the ventilation is installed within two weeks.  Motion Carried.

 

Consideration of Bids, L.I. D.S & Related Matters:

Mayor Colinas opened for consideration review and approval for purchase of the FTR Digital Recording System from Efficiency Inc. in the amount of $4,548.00 plus tax. Councilmember Krienke moved and Councilmember Nick seconded to approve purchase of the FTR Digital Recording System from Efficiency Inc. in the amount of $4,548.00 plus tax. Motion Carried.

 

Mayor Colinas opened for consideration review and approval of Agreement for Legal Services regarding personnel matters with Davis, Grimm, Payne & Marra. Councilmember Nick moved and Councilmember Kaemingk seconded to approve the Agreement for Legal Services regarding personnel matters with Davis, Grimm, Payne & Marra. Councilmember Nick motioned and Councilmember Krienke seconded to amend the main motion to approve the agreement not to exceed $4000.  Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials

Mayor Colinas introduced Brier City Council to Track Associates of Washington. He suggested that the City allows a person from this program to work for the City.

Councilmember Nick wanted to mention that the Brier Family Pizza offered up the use of their restaurant for the Patty Overstreet funeral.

Councilmember Corpron Smith wanted to request a flashing traffic sign on Vine Road in hopes of slowing drivers down to the speed limit.

 

Adjournment:

Councilmember Gem moved and Councilmember Corpron-Smith seconded to adjourn. Mayor Colinas declared the meeting adjourned at 8:29 PM.
