BRIER CITY COUNCIL MINUTES

July 10, 2007



Mayor Colinas called the regular Brier City Council Meeting to order at 7:32:03 PM and the flag salute was given.

 

Roll Call:

PRESENT: Mayor Colinas, Councilmember Corpron-Smith, Councilmember Gipson, Councilmember Kaemingk, Councilmember Krienke, Councilmember Morgan, Councilmember Nick and Councilmember Gem.

ABSENT:            None.

STAFF:            Director of Community Development Cutts and City Clerk-Treasurer Swisher.

 

Public Requests & Oral Communications: None.

 

Reports of Committees & City Officials:

Councilman Gipson attended a CT Board meeting on July 5th.

Councilman Kaemingk reviewed the warrants on July 8th and attended this months meeting of the South Snohomish Cities & Towns meeting. They are still working on the LDMR issues with the county.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Workshop Minutes of July 3, 2007. Councilmember Gipson moved, seconded by Councilmember Nick, to approve the Brier City council Workshop Minutes of July 3, 2007.  Motion carried unanimously, with Councilmember Corpron-Smith, Councilmember Gem, and Councilmember Krienke abstaining.

 

Consent Agenda:

Mayor Colinas opened for consideration approval of the Consent Agenda which includes Brier City Council Minutes of June 26, 2007, and approval of the bid by Superior Slabjacking for $11,100 plus tax for repairs to city sidewalks. Councilman Gipson asked that the two items be separated.

 

Councilmember Corpron-Smith moved, seconded by Councilmember Gem, to approve Brier City Council Minutes of June 26, 2007, as recommended.

Motion carried unanimously with Coucilman Gipson abstaining.

 

Councilmember Nick moved, seconded by Councilmember Kaemingk, to approve the bid by Superior Slabjacking for $11,100 plus tax for repairs to city sidewalks, as recommended.

Motion carried unanimously.

 

 


Hearings:

Mayor Colinas began the process for Business License #BR07-031 by Julianna Holden of Core Release Bodywork, located at 2941 217th Place SW, Brier. Jim Cutts gave a brief description of the Home Occupation Application. Staff recommendation was to approve. Ms. Holden was present and addressed the council regarding her insurance coverage and the other issues raised by the emails that were sent in by neighbors.

 

Mayor Colinas opened the public hearing at 7:48:19 PM

 

Michael Clark, 21607 Poplar Way, she is a client of Julianna’s and doesn’t feel that the traffic would be anything out of the normal for a cul-de-sac, she stated that she is in favor of the Business License Application.

 

Sue Schultz, 21800 Poplar Way, she feels there is noticeable traffic but no more so than any other cul-de-sac. She is concerned about potential growth.

Susie Roberts, 2946 217TH Pl. SW, Brier stated that she is aware of the traffic but would like to make sure that the growth potential is limited and that clients are asked to park in the driveway.

James Jones, 2937 217th Pl., stated that having raised three teenagers created a lot of traffic in the cul-de-sac. He is in favor of the business.

 

Councilmember Gipson moved, seconded by Councilmember Corpron-Smith, to close the Public Hearing, 7:55:20 PM  Motion carried unanimously.

 

Councilmember Krienke moved, seconded by Councilmember Nick, to approve Business License # BR07-031 by Julianna Holden of Core Release Bodywork, located at 2941 217th Place SW, Brier, as recommended. There was council discussion. Motion carried unanimously.

 

New Business, Petitions, Communications, Applications & Appeals:

Mayor Colinas opened for consideration approval of Mayor’s appointment of Marc Olson to Planning Commission, Position 6.

Councilmember Kaemingk moved, seconded by Councilmember Corpron-Smith, to approve Mayor’s appointment of Marc Olson to Planning Commission, Position 6. Motion carried unanimously.

 

Miscellaneous Business by Call of Councilmembers & City Officials

Councilman Gipson will be absent next week, he will be attending a CT seminar. Councilwoman Corpron-Smith will be absent next week and potentially the following two weeks due to surgery.

 

Jim Cutts asked for any questions or comments from the Council on next week’s annexation discussion at workshop.

 

Paula Swisher handed out a letter received in the mail from a resident on the border of Brier.

 

Auditing of Accounts

Mayor Colinas opened for consideration approval of the June 2007 Payroll Warrants.

Councilmember Kaemingk moved, seconded by Councilmember Gipson, to approve the June 2007 Payroll Warrants No. 14161 through No. 14219 in the amount of $111,171.42 with Warrant No. 14200 being voided, as recommended. Motion carried unanimously.

 

Mayor Colinas opened for consideration approval of the June 2007 Claim Warrants. 

Councilmember Kaemingk moved, seconded by Councilmember Corpron-Smith, to approve the June 2007 Claim Warrants No. 19080 through No. 19133 in the amount of $110,720.74. Motion carried unanimously.

 

Adjournment

Councilmember Corpron-Smith moved, seconded by Councilmember Gem, to adjourn. Motion carried unanimously. Mayor Colinas declared the meeting adjourned at 8:26 PM.
