BRIER CITY COUNCIL MINUTES
September 11, 2007
Mayor Colinas called the regular Brier City Council
Meeting to order at 7:30:35 PM and the flag salute was given.
7:31:19 PM
PRESENT: Mayor Colinas,
Councilmember Corpron-Smith, Councilmember Kaemingk, Councilmember Nick and
Councilmember Gem. Councilmember Gipson arrived at 7:32 PM. Councilmember
Krienke arrived at 7:37 PM.
ABSENT: Councilmember
Morgan.
STAFF: Director of
Community Development Cutts, City Clerk-Treasurer Swisher and Police Chief
Lane.
Award
Presentation to Three Generations Band
Public
Requests & Oral Communications:
Dick Davis 22840 28th Ave W, are there
any plans to put a trail or sidewalk around the detention pond by the tennis
courts.
Reports of
Committees & City Officials:
Councilman Gipson on September 6th
attended the CT board meeting.
Councilman Kaemingk reviewed the claims on Sept 10th.
Chief Lane reminded everyone about the memorial for
Officer Eddie Thomas tomorrow evening at 7 PM.
Approval
of Minutes:

opened for consideration approval of the Brier City Council Workshop Minutes of
September 4, 2007. Councilmember Gipson moved,
seconded by Councilmember Kaemingk,
to approve the Brier City Council Workshop Minutes of September 4, 2007.
Motion Carried.
Consent
Agenda:
Mayor Colinas
opened for consideration approval of the Consent Agenda which includes Brier
City Council Minutes of August 28, 2007. Councilmember Nick moved, seconded by Councilmember
Corpron-Smith, to approve the Consent Agenda which includes
Brier City Council Minutes of August 28, 2007. Motion Carried.
Hearings:
Mayor Colinas opened the Public Hearing for
consideration of the Allview Heights Annexation at 7:47:54 PM.
Douglas Hempel 2614 231 SW, the property is not buildable
due to the lack of sewer and the neighbors around him would like to annex so
that they can hook to sewer.
Tom Mohle 22907 25th Ave W, if they
annex into Brier will Brightwater be something that they will have to pay for
when hooking to sewer.
Councilmember Krienke moved,
seconded by Councilmember Nick,
to close the
Public Hearing at 7:52:34 PM. Motion Carried.
New
Business, Petitions, Communications, Applications & Appeals:
Mayor Colinas
opened for consideration approval to confirm Library Board appointments of
Geraldine Ross and Dawn Moate. Councilmember Corpron-Smith moved, seconded by Councilmember
Gem, to confirm Library Board appointments of Geraldine Ross and
Dawn Moate. Motion Carried.
Ordinances, Resolutions & Orders:
Mayor Colinas
opened for consideration to adopt Resolution No. 497 stating the intention to
annex the unincorporated area, known as Allview Heights. Councilmember Krienke moved, seconded by Councilmember
Kaemingk, to adopt Resolution No. 497 stating the intention to
annex the unincorporated area, known as Allview Heights. Motion Carried.
Recess for 5 minutes. Returned at 8:00 PM.
Miscellaneous
Business by Call of Councilmembers & City Officials
Councilmember Gem will not be in attendance next
week.
Mayor Colinas handed out a complaint that was
submitted this week.
Mayor Colinas is authorizing Eileen Lawrence to
address the PERC filing for the police training reimbursement contract.
Councilman Nick went by Public Works and saw that
our pole building is going up.
Councilman Krienke asked Councilman Kaemingk what
Snohomish Cities & Towns is doing on the LDMR issue.
Mayor Colinas discussed the Park Board spending and
he has drafted a memo to the Board.
The detention pond has the liner installed and the
Mayor is working with Mr. Murphy to have it replanted.
Auditing
of Accounts
Mayor Colinas
opened for consideration approval of the August 2007 Payroll Warrants. Councilmember Kaemingk moved, seconded by Councilmember
Corpron-Smith, to approve the August 2007 Payroll Warrants No. 14281
through No. 14339 in the amount of $114,021.88. Motion Carried.
Mayor Colinas
opened for consideration approval of the August 2007 Claim Warrants. Councilmember Kaemingk moved, seconded by Councilmember
Nick, to approve the August 2007 Claim Warrants No. 19134, 19135
and 19137 and No. 19196 through No. 19256 in the amount of $148,150.93 with
voided warrant No. 19136. There was Council discussion. Motion Carried.
Adjournment
Councilmember Gem moved,
seconded by Councilmember Krienke,
to adjourn.
Mayor Colinas declared the meeting adjourned at 8:20:27 PM .
