Mayor Colinas called the regular Brier City Council Meeting to order at 7:30:25 PM no flag salute was given.

Roll Call:

PRESENT:        Mayor Colinas, Councilmember Morgan, Councilmember Kaemingk, Councilmember Krienke, Councilmember Nick and Councilmember Gem.

ABSENT:          Councilmember Corpron-Smith and Councilmember Gipson.

Reports of Committees & City Officials:

Councilmember Kaemingk attended the South Snohomish Cities meeting on September 25, 2007 and informed the other Councilmembers that there will be a meeting December 6, 2007 with Washington Legislation at the Lynnwood Convention Center. He also reviewed the claim warrants on October 8, 2007.

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of September 25, 2007. Councilmember Kaemingk moved and Councilmember Gem seconded to approve the Brier City Council Minutes of September 25, 2007. Motion Carried.

Ordinances, Resolutions & Orders:

Mayor Colinas opened for consideration the adoption of Resolution No. 499 granting approval of performance measures to meet requirements of the Growth Management Act of the State of Washington. There was council discussion. Councilmember Krienke moved and Councilmember Nick seconded to adopt Resolution No. 499 granting approval of performance measures to meet requirements of the Growth Management Act of the State of Washington. Motion Carried.

Miscellaneous Business by Call of Councilmembers & City Officials

Councilmember Morgan wanted to discuss affordable housing. Councilmember Kaemingk wanted to know if we had a representative for Snohomish County for Tomorrow. Councilmember Nick wanted to point out to the council the large footprint of a new house that is being put in at 35^th and 238^th.

Auditing of Accounts

Mayor Colinas opened for consideration approval of the September 2007 Payroll Warrants. Councilmember Kaemingk moved and Councilmember Gem seconded to approve the September 2007 Payroll Warrants No. 14340 through No. 14399 in the amount of $106,033.06. Motion Carried.

Mayor Colinas opened for consideration approval of the September 2007 Claim Warrants. Councilmember Kaemingk explained some of the larger warrant amounts. Councilmember Kaemingk moved and Councilmember Krienke seconded to approve the September 2007 Claim Warrants No. 19257 through No. 19318 in the amount of $482,713.63. There was council discussion. Motion Carried.

Councilmember Nick moved and Councilmember Kaemingk seconded to adjourn. Mayor Colinas declared the meeting adjourned at 8:06PM.
