BRIER CITY COUNCIL MINUTES

October 23, 2007



Mayor Colinas called the regular Brier City Council Meeting to order at 7:30:17 PM  and the flag salute was given.

 

7:30:53 PM

PRESENT:            Mayor Colinas, Councilmember Corpron-Smith, Councilmember Gipson, Councilmember Kaemingk, Councilmember Krienke, Councilmember Nick and Councilmember Gem.

ABSENT:            Councilmember Morgan.

STAFF:            Director of Community Development Cutts and City Clerk-Treasurer Swisher.

 

Reports of Committees & City Officials:

Councilman Gipson attended CT Board meeting on Oct 4, American Transportation Conference in NC Oct 7-10, CT finance committee meeting on Oct 18th, Oct 24th will attend a CT executive committee meeting, 25th a board workshop for CT.

 

Councilman Kaemingk will attend the Snohomish County Cities meeting on Oct 24th, do we have any issues that we would like to discuss with our legislative members on Dec. 6th.

 

Councilwoman Corpron-Smith attended the Dog-o-ween event at Bobcat Park, she and Councilman Nick were judges for the costume contest. People expressed interest in the dog park issue again.

 

Councilman Nick enjoyed his first Dog-o-ween and Dogtober Fest at Brier Pizza.

 

Councilman Krienke attend the Oct 17th Planning Commission meeting.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Workshop Minutes of October 16, 2007. Councilmember Gipson moved, seconded by Councilmember Kaemingk, to approve the Brier City Council Workshop Minutes of October 16, 2007. Motion Carried.

 

Consent Agenda:

Mayor Colinas opened for consideration approval of the Consent Agenda which includes Brier City Council Minutes of October 9, 2007 and Brier City Council Workshop Minutes of October 2, 2007. Councilmember Nick moved, seconded by Councilmember Gem, to approve the Consent Agenda which includes Brier City Council Minutes of October 9, 2007, Council members Corpron-Smith and Gipson abstained. Councilmember Kaemingk moved, seconded by Councilmember Corpron-Smith, to approve Brier City Council Workshop Minutes of October 2, 2007. Motion Carried.

 

Unfinished Business:

Mayor Colinas opened for discussion a Resolution establishing Urban Growth Area boundaries for the cities of Brier and Bothell.

 

Councilmember Krienke moved, seconded by Councilmember Nick, to approve Resolution #500 establishing Urban Growth Area boundaries of Brier and Bothell. There was council discussion. 7:48:06 PM Motion carried unanimously.

 

Hearings:

Mayor Colinas opened for discussion Business License #BR07-064 by Courtney Cooper of Cooper Jacobs Real Estate Services located at 21506 32nd Pl W, Brier. Councilman Krienke stated that he is a neighbor and friend of the applicant. Jim Cutts gave an overview of the application and his recommendation. Courtney Cooper spoke on her behalf that the business is primarily off-site or she is working in her office. Mayor Colinas opened the Public Hearing at 7:52:17 PM. Councilmember Kaemingk moved, seconded by Councilmember Corpron-Smith, seconded to close the Public Hearing.

Councilmember Nick moved, seconded by Councilmember Kaemingk, to approve Business License #BR07-064 by Courtney Cooper of Cooper Jacobs Real Estate Services located at 21506 32nd Pl W, Brier. There was Council discussion. Councilmember Corpron-Smith asked that the documentation be changed to reflect Ms. Cooper’s application. 7:55:36 PM Motion carried unanimously.

 

Mayor Colinas opened for discussion on Business License #BR07-061 by Jan Doran Faulds of Groovie Impressions located at 21810 Oak Way, Brier. Jim Cutts gave a brief description of the application and his recommendation. Jan Doran Faulds spoke on her behalf of her business. Mayor Colinas opened the Public Hearing at 8:02:41 PM. Gary Faulds 21810 Oak Way, stated the three employees mentioned are their children.    Councilmember Kaemingk moved, seconded by Councilmember Gipson, to close the Public Hearing. 8:03:57 PM Motion carried unanimously.

Councilmember Corpron-Smith moved, seconded by Councilmember Gem, to approve Business License #BR07-061 by Jan Doran Faulds of Groovie Impressions located at 21810 Oak Way, Brier. There was Council discussion. 8:06:29 PM Motion carried unanimously.

 

New Business, Petitions, Communications, Applications & Appeals:

Mayor Colinas opened for consideration approval of Conditional Use Permit CU07-003 submitted by applicants Shannon Flynn and John Stearns located at 23802 35th Ave W, Brier, requesting that they be allowed to have six small dogs at their residence. Jim Cutts gave a brief overview and gave the Planning Commission recommendations and conditions. Councilwoman Gem may live within 300 feet of the applicants.

 

Councilmember Krienke moved, seconded by Councilmember Kaemingk, to approve Conditional Use Permit CU07-003 submitted by applicants Shannon Flynn and John Stearns located at 23802 35th Ave W, Brier, requesting that they be allowed to have six small dogs at their residence, with the amendments imposed by the Planning Commission. Councilmember Krienke moved, seconded by Councilmember Gipson, to amended the main motion to include item #3 of the Planning Commission recommendations and will follow City code and guidelines. 8:23:33 PM Motion carried unanimously. The main motion to approve carried unanimously. 8:23:57 PM

 

Miscellaneous Business by Call of Councilmembers & City Officials

Mayor Colinas discussed the upcoming preliminary budget that the council will be receiving at the end of this week.

 

Councilmember Corpron-Smith wanted to ask on behalf of the residents who would like an off-leash dog park what has happened with that issue and where are we going with it.

 

Adjournment

Councilmember Gipson moved, seconded by Councilmember Corpron-Smith, to adjourn. Mayor Colinas declared the meeting adjourned at 8:57:17 PM .
