BRIER CITY COUNCIL MINUTES

February 12, 2008
7:30 pm



Mayor Colinas called the regular Brier City Council Meeting to order at 7:30:19 PM and the flag salute was given.

 

Roll Call:

Present:            Mayor Colinas, Council members Nick, Kaemingk, Steele, Corpron-Smith, Krienke and Gem.

Absent: Councilman Gipson.

 

Public Requests & Oral Communications:

Matt Daniels 23300 Hickory Way inquired about what will happen to Hickory Way if anything this year. People are parking at the end of Hickory to walk down the trail and leaving their garbage on his lot.

 

Reports of Committees & City Officials:

Councilman Kaemingk attended the South Snohomish Cities meeting on January 24th to set their goals for meeting with the County Council and legislature.

 

Councilman Nick reviewed the claim warrants on February 11, 2008.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Workshop Minutes of February 5, 2008. Councilmember Krienke moved and Councilmember Kaemingk seconded to approve the Brier City Council Workshop Minutes of February 5, 2008. Motion Carried.

 

Consent Agenda:

Mayor Colinas opened for consideration approval of the Consent Agenda which includes Brier City Council Minutes of January 22, 2008 and approval of Interlocal Agreement for Building Official/Inspection Services with the City of Mountlake Terrace. Councilmember Gem moved and Councilmember Steele seconded to approve the Consent Agenda which includes Brier City Council Minutes of January 22, 2008 and approval of Interlocal Agreement for Building Official/Inspection Services with the City of Mountlake Terrace. Motion Carried.

 

Hearings:

Mayor Colinas opened the discussion for Business License #BR08-001 by Ellie Reed Baker located at 23235 35th Ave W, Brier. Ellie Baker was present and stated that she will be working from her home with no clients coming to her home. Mayor Colinas opened the Public Hearing at 7:45:39 PM. Councilmember Steele moved and Councilmember Nick seconded to close the Public Hearing 7:46:30 PM. Councilmember Krienke moved and Councilmember Corpron-Smith seconded to approve Business License # BR08-001 by Ellie Reed Baker located at 23235 35th Ave W, Brier. Motion Carried.

 

Mayor Colinas opened the discussion for Business License #BR08-002 by Dale Paulson located at 3500 223rd St SW, Brier. Dale Paulson was present and explained that he will be selling cruise and vacation packages from his home and does not anticipate any additional traffic to his home. Mayor Colinas opened the Public Hearing at 7:50:04 PM.

Councilmember Corpron-Smith moved and Councilmember Kaemingk seconded to close the Public Hearing at 7:50:57 PM. Councilmember Steele moved and Councilmember Nick seconded to approve Business License #BR08-002 by Dale Paulson located at 3500 223rd St SW, Brier. There was Council discussion. Motion Carried.

 

Mayor Colinas opened the discussion for Business License #BR08-003 by Laura Balogh located at 22828 24th Ave W, Brier. Mayor Colinas opened the Public Hearing at 8:00:33 PM . Brian Hane 2406 228th St SW, he is in support of this business. Councilmember Kaemingk moved and Councilmember Steele seconded to close the Public Hearing at 8:01:40 PM. Councilmember Corpron-Smith moved and Councilmember Gem seconded to approve Business License #BR08-003 by Laura Balogh located at 22828 24th Ave W, Brier. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials

Mayor Colinas passed out a sheet on Old Poplar Way design standards that were part of an email that he shared with Peggy Dare. Mayor Colinas had left a letter on the table complimenting staff from SnoCom. He shared with the Council that a letter was received today from Mr. Burkhart regarding banning fireworks in the City of Brier.

 

Ellie Baker agreed that banning fireworks wouldn’t be a bad idea. Morgan Balogh likes fireworks and thinks it will be difficult to enforce it.

 

Mayor Colinas will schedule an executive session next week with our legal counsel regarding the police contract. The Council asked if they could get updates on the other issues that have been in works as well.

 

Councilman Nick sent an email on behalf of the City to the City of Kirkwood Missouri expressing our condolences for the loss of their councilmember’s.

 

Auditing of Accounts

Mayor Colinas opened for consideration approval of the January 2008 Payroll Warrants. Councilmember Nick moved and Councilmember Kaemingk seconded to approve the January 2008 Payroll Warrants No. 14579 through No. 14633 in the amount of $114,596.08. Motion Carried.

 

Mayor Colinas opened for consideration approval of the January 2008 Claim Warrants.  Councilmember Nick moved and Councilmember Kaemingk seconded to approve the January 2008 Claim Warrants No. 19506 through No. 19565 in the amount of $214,874.59. There was Council discussion. Motion Carried.

 

Adjournment

Councilmember Kaemingk moved and Councilmember Steele seconded to adjourn. Mayor Colinas declared the meeting adjourned at 8:30:39 PM .
