BRIER CITY COUNCIL MINUTES

June 10, 2008



Mayor Colinas called the regular Brier City Council Meeting to order at 7:31 PM and the flag salute was given.

 

Roll Call:                  7:31:49 PM

PRESENT:                Mayor Colinas; Councilmember Corpron-Smith, Gem, Gipson, Kaemingk, Krienke, Nick and Steele.

ABSENT:                  None.

STAFF:                     Dir. Comm. Dev. & Planning Cutts; Clerk-Treasurer Swisher.

 

Public Requests & Oral Communications:

Wally Kempe 23631 Brier Rd., he has been trying to find appropriate businesses to put on the property and he would like to rent storage units on the site. He would like to see us amend our zoning so that he can use the back part of his lot.

 

Al Ross 3309 214th St SW, last week there was a storm and again they encountered some water trying to get into their home. Mr. Ross described what he witnessed in the catch basins surrounding his home and how they did not adequately handle the flow of water.

 

Reports of Committees & City Officials:

Councilmember Gem attended the Police Department meeting on May 28th. Councilmember Gipson attended the CT board meeting on June 5th he handed out a report from that meeting. Councilmember Steele mentioned that Lynnwood is working on their lot size averaging and Edmonds is working on their nuisance ordinance to include canopies. She suggested that we watch their progress. Councilmember Kaemingk attended the May 29th South Snohomish Cities meeting. The annual dinner with legislators will be held September 25th. They would like us to submit our main issue at the June 26th meeting so they can discuss them. Councilmember Nick reviewed claim warrants on June 9th.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Workshop Minutes of June 3, 2008. Councilmember Gem made a MOTION to approve the Brier City Council Workshop Minutes of June 3, 2008. Councilmember Steele SECONDED. 7:50:52 PM Motion Carried.

 

Consent Agenda:

Mayor Colinas opened for consideration approval of the Consent Agenda which includes Brier City Council Minutes of May 27, 2008. Councilmember Gipson made a MOTION to approve the Consent Agenda which includes Brier City Council Minutes of May 27, 2008. Councilmember Corpron-Smith SECONDED.  7:51:42 PM Motion Carried.

 

 

 

 

New Business, Petitions, Communications, Applications & Appeals:

Mayor Colinas opened the discussion for Community Development Director, Jim Cutt’s, report on the addition of permitted use to the BMC. Councilmember Gipson made a MOTION to approve a zoning change for the neighborhood business zone and draft an ordinance to allow for conditional use permits for storage facilities. Councilmember Gem SECONDED.  There was Council discussion. 8:23:40 PM Motion Failed 0-7.    Councilmember Corpron-Smith made a MOTION to deny the request to allow self storage unit in the Business Zone. Councilmember Steele SECONDED. 8:25:47 PM Motion Carried 7-0.

 

Miscellaneous Business by Call of Councilmembers & City Officials

Mayor Colinas discussed the proposal from the City of Mountlake Terrace for investment in the Sound Transit. 8:27:10 PM

Councilmember Gem will send the newsletter draft to the City Clerk tomorrow.

 

Auditing of Accounts

Mayor Colinas opened for consideration approval of the May 2008 Payroll Warrants. Councilmember Nick made a MOTION to approve the May 2008 Payroll Warrants No. 14803 through No. 14860 in the amount of $109,130.98. Councilmember Corpron-Smith SECONDED.  8:37:26 PM Motion Carried 7-0.

 

Mayor Colinas opened for consideration approval of the May 2008 Claim Warrants.  Councilmember Nick made a MOTION to approve the May 2008 Claim Warrants No. 19750 through No. 19797 in the amount of $204,695.88.  Councilmember Gipson SECONDED  8:38:01 PM Motion Carried 7-0.

 

Mayor Colinas opened for consideration approval of the May 2008 Checks. Councilmember Nick made a MOTION to approve the May 2008 Checks No. 9597 through No. 9602 in the amount of $58,423.82. Councilmember Corpron-Smith SECONDED. 8:44:31 PM Motion Carried 7-0.

 

Mayor Colinas shared with the Council that last week City Clerk, Paula Swisher attended the Northwest Clerk’s Institute and has completed phase 1 of the three week long courses that she must take to obtain her certified municipal clerk status.

 

Adjournment

Councilmember Corpron-Smith made a MOTION to adjourn. Councilmember Kaemingk SECONDED. Mayor Colinas declared the meeting adjourned at 8:48:08 PM.
