BRIER CITY COUNCIL MINUTES

September 23, 2008


Mayor Colinas called the regular Brier City Council Meeting to order at 7:32:06 PM   and the flag salute was given.

 

Roll Call:                   7:32:35 PM

PRESENT:    Mayor Colinas; Councilmember Corpron-Smith, Gem, Gipson, Kaemingk, Krienke, Nick and Steele.

STAFF:    Clerk-Treasurer Swisher.

 

Public Requests & Oral Communications:

Vladan Milosavljevic of MIR Enterprises Bothell, WA handed out a notice to the Council regarding the final lift of asphalt on 215th Place SW, known as the Poplar Glen plat. He handed out a second notice regarding the refusal of a certificate of occupancy due to outstanding bills owed on the final plat. The Mayor will try to get back to Milo by the end of day Friday on both issues.

 

Executive Session:

Councilmember Krienke made a MOTION to adjourn to executive session for up to 1 hour to return at 8:45 PM. 7:43:24 PM. Councilmember Steele SECONDED. Motion Carried. The Council returned at 8:54:54 PM.

 

Reports of Committees & City Officials:

Mayor Colinas stated that yesterday bids were opened for the Skate Park project.

 

Councilmember Kaemingk reminded everyone that the South Snohomish Cities dinner is Thursday the 25th.

 

Councilmember Steele attended the library board meeting on September 10th. There are 3 members’ terms expiring in December and there are ongoing landscaping issues at the library and the sign is rotting.

 

Councilmember Corpron Smith attended the Park Board meeting on September 10th. Dog-o-ween is coming in October.

 

Councilmember Gipson attended a CT board meeting on September 4th, he handed out the Counties and Cities report. He attended meetings on September 18th for CT finance and admin committee and a CT executive meeting and a September 24th webinar.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of September 9, 2008.  Councilmember Steele made a MOTION to approve the Brier City Council Minutes of September 9, 2008. Councilmember Gem SECONDED. Motion Carried. Gipson abstained.

 

Mayor Colinas opened for consideration approval of the Brier City Council Workshop Minutes of September 16, 2008. Councilmember Nick made a MOTION to approve the Brier City Council Workshop Minutes of September 16, 2008. Councilmember Gipson SECONDED. Motion Carried.

 

New Business, Petitions, Communications, Applications & Appeals:

Mayor Colinas opened for consideration approval of the Crack Sealing Machine Rental for $3,156.00 from Alpine Rentals. Councilmember Steele made a MOTION to approve the Crack Sealing Machine Rental for $3,156.00 from Alpine Rentals. Councilmember Corpron-Smith SECONDED. Motion Carried.

 

Mayor Colinas opened for discussion the hearing date for the SEPA Appeal on the Sunbrook MDNS pursuant to BMC 1.20.303. Councilmember Krienke made a MOTION to continue this issue to the next regular meeting on Oct. 14th.  Councilmember Gipson SECONDED. Motion Carried.

 

Ordinances, Resolutions & Orders:

Mayor Colinas opened for consideration approval of Resolution No. 508 opposing Commercial Passenger & Other Incompatible Air Service at Paine Field Snohomish County Airport. Councilmember Corpron-Smith made a MOTION to approve Resolution No. 508 opposing Commercial Passenger & Other Incompatible Air Service at Paine Field Snohomish County Airport. Councilmember Steele SECONDED. There was Council discussion. 9:28:59 PM Motion carried 6-1.

 

Mayor Colinas opened for consideration approval of Resolution No. 509 Establishing Tree base fees for City services. Councilmember Nick made a MOTION to approve Resolution No. 509 Establishing Tree base fees for City services. Councilmember Gem SECONDED. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials

Councilmember Gem brought up the newsletter and how we need to start thinking about when we want to get it out and ideas to include in it.

 

Councilmember Krienke made a MOTION to authorize the law firm of Inslee Best to monitor the lawsuit by Cedar River Water & Sewer District and other plaintiffs’ that names King County along with others including the City of Brier as defendants not to exceed $1,000. Any additional monies that might be required will require approval by the City Council. Councilmember Kaemingk SECONDED. 9:35:36 PM  Motion Carried.

 

Councilmember Nick thanked the crews for getting the street sweeper out to clean up Brier Road and he sees the crack sealing has begun.

 

Adjournment

Councilmember Nick made a MOTION to adjourn. Councilmember Gipson SECONDED. Mayor Colinas declared the meeting adjourned at 9:37:09 PM PM.
