BRIER CITY COUNCIL MINUTES

November 25, 2008


Mayor Colinas called the regular Brier City Council Meeting to order at 7:34:41 PM and the flag salute was given.

 

 

Roll Call:                  7:35:47 PM

PRESENT:                Mayor Colinas; Councilmember Corpron-Smith, Gem, Gipson, Kaemingk, Krienke, Nick and Steele.

STAFF:                     Dir. Comm. Dev. & Planning Cutts; Clerk-Treasurer Swisher.

 

Public Requests & Oral Communications:

Robert Peterson 21920 Vine Rd, wanted to discuss the letter that he submitted regarding Old Poplar Crest and the water that previous developments have caused to accumulate on his property.

 

Reports of Committees & City Officials:

Councilmember Gem attended the Police Department meeting on November 19th.

Councilmember Gipson attended a CT Executive committee meeting on the 17th and on the 20th a finance committee meeting.

Councilmember Corpron-Smith attended the Park Board meeting on November 11th.

Councilmember Steele attended the Library Board meeting on November 12th and on November 20th she attended an open house for the Dawson’s Place Child Advocacy Center.

Councilmember Kaemingk attended the Planning Commission meeting on the 19th.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of November 11, 2008. Councilmember Gipson made a MOTION to approve the Brier City Council Workshop Minutes of November 11, 2008. Councilmember Steele SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration approval of the Brier City Council Workshop Minutes of November 18, 2008. Councilmember Nick made a MOTION to approve Brier City Council Minutes of November 18, 2008. Councilmember Kaemingk SECONDED. Motion Carried.

 

Consent Agenda:

Mayor Colinas opened for consideration approval of the contract for Prosecutor Services with Darrel Johnson for 2009. Councilmember Steele made a MOTION to approve the contract for Prosecutor Services with Darrel Johnson for 2009. Councilmember Corpron-Smith SECONDED. Motion Carried.

Hearings:

Mayor Colinas opened the Public Hearing on the 2009 Preliminary Budget at 7:56:26 PM. Councilmember Corpron-Smith made a MOTION to close the Public Hearing Councilmember Gem SECONDED. The Public Hearing was closed at 7:57:11 PM.  Motion Carried.

 

Ordinances, Resolutions & Orders:

Mayor Colinas asked Community Development Director Jim Cutts to give a brief overview of the Comprehensive Plan Amendments. Mayor Colinas opened the Public Hearing on Ordinance No. 358 adopting the Comprehensive Plan Amendments and naming it the 2008 Comprehensive Plan at 8:12:30 PM. Councilmember Gipson made a MOTION to close the public hearing at 8:13:52 PM. Councilmember Krienke SECONDED. Motion Carried.

Councilmember Steele made a MOTION to approve Ordinance No. 358 adopting the Comprehensive Plan Amendments and naming it the 2008 Comprehensive Plan as amended. Councilmember Corpron-Smith SECONDED. There was Council discussion. Motion Carried.

Councilmember Krienke made a MOTION to amend Ordinance 358 to include a whereas clause stating that pursuant to public notice the City Council held a public hearing on the proposal on November 25, 2008. Councilmember Gem SECONDED. Motion Carried.

 

 

Mayor Colinas opened for consideration approval of Ordinance No. 359 Adopting the Comprehensive Plan Process. Mayor Colinas opened the Public Hearing at 8:20:41 PM. Councilmember Gipson made a MOTION to close the Public Hearing at 8:22:06 PM. Councilmember Kaemingk SECONDED. Motion Carried.



There was Council discussion. Councilmember Corpron-Smith made a MOTION to approve Ordinance No. 359 Adopting the Comprehensive Plan Process with the correction on the fourth whereas changing the date to November 25, 2008. Councilmember Nick SECONDED. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Colinas discussed the Park Use fees and stated the ordinance and resolution will be brought to the Council in the weeks to come.

 

Councilmember Corpron-Smith asked where the corrections to Title 18 are at in the process.

 

Clerk-Treasurer Swisher asked when the Council would like the 2009 budget to come back for ordinance adoption.

 

Adjournment:

Councilmember Nick made a MOTION to adjourn. Councilmember Kaemingk SECONDED. Mayor Colinas declared the meeting adjourned at 8:42:44 PM PM.
