Mayor Colinas called the regular Brier City Council Meeting to order at 7:30:30 PM  and dispensed with the flag salute.

Roll Call:                  7:31:12 PM

PRESENT:    Mayor Colinas; Councilmember Corpron-Smith, Gem, Kaemingk, Krienke and Steele. 7:31:58 PM Councilmember Gipson arrived.

ABSENT:    Councilmember Nick.

STAFF:    Clerk-Treasurer Swisher.

Public Requests & Oral Communications:   None.

Reports of Committees & City Officials:

Councilmember Kaemingk on December 4^th attended the South Snohomish Cities meeting.

Councilmember Steele attended the Regional Fire Authority meeting last Thursday with the Mayor and Mayor Pro-Tem Krienke.

Councilmember Corpron-Smith reported that the annual tree lighting went well and she thanked the council members who were able to attend.

Councilmember Krienke attended the Regional Fire Authority meeting.

Councilmember Gipson attended a CT swift transit groundbreaking on December 3^rd, on December 4^th attended a CT board meeting.

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of November 25, 2008. Councilmember Kaemingk made a MOTION to approve the Brier City Council Workshop Minutes of November 25, 2008. Councilmember Gipson SECONDED. Motion Carried.

Mayor Colinas opened for consideration approval of the Brier City Council Workshop Minutes of December 2, 2008. Councilmember Gem made a MOTION to approve Brier City Council Minutes of December 2, 2008. Councilmember Steele SECONDED. Councilmember Motion Carried.

New Business, Petitions, Communications, Applications & Appeals:

Mayor Colinas opened for consideration Nominations and Selection of 3 Representatives to sit on the Regional Fire Authority Planning Committee. Councilmember Gipson made a MOTION to appoint Mayor Colinas, Councilmember Krienke and Councilmember Steele as the regional Fire Authority Planning Committee. Councilmember Corpron-Smith SECONDED. Motion Carried.

Mayor Colinas opened for consideration cancellation of the December 23^rd Council Meeting. The Council will consider this again at next week’s meeting.

Ordinances, Resolutions & Orders:

Mayor Colinas opened for consideration the Public Hearing on Ordinance No. 360 adopting the 2009 Final Budget. 7:47:18 PM Mayor Colinas opened the public hearing there was no public in attendance. Councilmember Krienke made a MOTION to close the public hearing at 7:48:00 PM. Councilmember Steele SECONDED. Motion Carried.

Councilmember Krienke made a MOTION to adopt Ordinance No. 360 adopting the 2009 Final Budget. Councilmember Steele SECONDED 7:49:36 PM. Motion Carried.

Miscellaneous Business by Call of Councilmembers & City Officials

Mayor Colinas brought up the appointment of a member to the Snohomish County Health District and the possibility of re-appointing Mark Lamb from the City of Bothell.

Mayor Colinas asked if Council members Krienke and Kaemingk had the revised language for the consultant contract for Jim Cutts. They are still working on the language revisions and will get something to the Mayor for next week’s packet.

Auditing of Accounts

Mayor Colinas opened for consideration approval of the November 2008 Payroll Warrants. Councilmember Kaemingk made a MOTION to approve the November 2008 Payroll Warrants No. 15161 through No.15219 in the amount of $120,831.29 Councilmember Corpron-Smith SECONDED. Motion Carried.

Mayor Colinas opened for consideration approval of the November 2008 Claim Warrants. Councilmember Kaemingk made a MOTION to approve the November 2008 Claim Warrants No. 20103 through No. 20166 in the amount of $115,264.32 with Warrant No. 20144 and No. 20156 being voided. Councilmember Gipson SECONDED. Motion Carried.

Mayor Colinas opened for consideration approval of the November 2008 Checks. Councilmember Kaemingk made a MOTION to approve 2008 checks No. 9655 through No. 9660 in the amount of $57,414.22 with Check No. 9656 being void. Councilmember Corpron-Smith SECONDED. Motion Carried.
