BRIER CITY COUNCIL MINUTES
March 24, 2009
Mayor Colinas called the regular Brier City Council
Meeting to order at 7:30:13 PM and
the flag salute was given.
Roll Call:
PRESENT: Mayor Colinas; Councilmember
Corpron-Smith, Gem, Kaemingk, Krienke, Nick and Steele. Councilmember Gipson
arrived at 7:31:42 PM.
STAFF: Clerk-Treasurer Swisher.
Public
Requests & Oral Communications:
Snohomish County Councilman Dave Gossett joined us
to update the Council on some of the issues that the County has been working
through.
Tim McDonald 22770 Barker Road, had questions
regarding the tree replacement ordinance and who is the person to help citizens
go through the different processes for getting things done with building their
home.
Donna Reedy 22770 Barker Road expressed her
frustration with the process in getting their house built.
Reports of
Committees & City Officials:
Councilmember Gipson attended a March 5th
CT board meeting; on March 9th he went to Washington D.C. with CT
for the legislative conference and on March 23rd he attended the CT
executive board meeting.
Councilmember Krienke will attend the Police
Department meeting tomorrow evening.
Councilmember Corpron-Smith attended the Park Board
meeting on the 11th.
Councilmember Steele did not attend the March 11th
Library Board meeting because it was cancelled and she will be attending the
ESCA board meeting this Friday.
Mayor Colinas was asked to sit on the panel to
select a new SnoCom Director beginning in early April.
Councilmember Kaemingk attended the neighborhood meeting
on March 16th regarding the recent house fire; March 18th
he attended the Planning Commission meeting; March 19th he attended
the South Snohomish Cities meeting. The City of Brier will begin hosting the
South Snohomish Cities meeting in May.
Mayor Colinas announced that City Clerk-Treasurer
Paula Swisher was presented the President’s award of Distinction by the
Washington Municipal Clerk’s Association at their annual conference last week
for her outstanding service and commitment to the profession of City Clerk.
City Clerk-Treasurer Paula Swisher informed the
Council that she has received scholarships from the Washington Municipal
Treasurer’s Association to attend next months annual conference and a
scholarship from the Washington Municipal Clerk’s for the cost of registration
to the Northwest Clerk’s Institute which will be held in June.
Approval
of Minutes:
Mayor Colinas opened for consideration approval of the Brier City Council
Minutes of March 10, 2009. Councilmember Gem made a MOTION
to approve the Brier City Council Workshop Minutes of March 10, 2009. Councilmember Corpron-Smith SECONDED. 8:22:35 PM Motion carried.
Mayor Colinas opened for consideration approval of the Brier City Council
Workshop Minutes of March 17, 2009. Councilmember
Gipson made a MOTION to approve Brier City Council Minutes of
March 17, 2009. Councilmember Corpron-Smith SECONDED.
8:22:50 PM Motion carried.
Consent
Agenda:
Mayor Colinas opened for consideration the approval of the Consent
Agenda which includes approval of the Interlocal Agreement with Snohomish
County for the 2009 Overlay Project. Councilmember
Corpron-Smith made a MOTION to approve the Consent Agenda which
includes approval of the Interlocal Agreement with Snohomish County for the
2009 Overlay Project. Councilmember Nick SECONDED.

Resolutions & Orders
Mayor Colinas opened for consideration approval of the Yellow Ribbon
Highway Resolution No. 514. Councilmember Nick made a
MOTION to approve the Yellow Ribbon Highway Resolution No. 514. Councilmember Gem SECONDED. 8:25:31 PM
Motion carried.
Miscellaneous
Business by Call of Councilmembers & City Officials
Mayor Colinas read into the record the Proclamation
in support of the Silver Star Families of America.
Mayor Colinas read into the record notice that the
City is accepting requests to amend the comprehensive plan through the end of
March.
Councilmember Gipson asked when the skate board
park will open. Mayor Colinas informed them that the intent is to bring the
Council a letter of acceptance on April 7th to take over the skate
park and the grand opening to be held April 18th.

Councilmember Kaemingk made a MOTION to adjourn. Councilmember Steele SECONDED. Mayor
Colinas declared the meeting adjourned at 8:33:24 PM.
