BRIER CITY COUNCIL MINUTES
May 26, 2009
Mayor Colinas called the regular Brier City Council
Meeting to order at 7:31:16 PM and
the Mayor dispensed with the flag salute.
Roll Call:
PRESENT: Mayor Colinas; Councilmember Gem, Gipson, Nick and Steele. Councilmember
Corpron-Smith and Kaemingk arrived at 7:33:44 PM. Councilmember Krienke arrived at 7:35:17 PM.
STAFF: Clerk-Treasurer Swisher.
Public
Requests & Oral Communications: None.
Reports of
Committees & City Officials:
Councilmember Gipson attended the CT Board
committee meeting on May 19th and on May 28th he will
attend the CT Executive board meeting.
Councilmember
Steele attended the May 13th library board meeting.
Councilmember
Nick attended the Brier Elementary community project finale.
Councilmember Kaemingk attended the Fire District
community meeting on May 18th; and on May 20th he
attended the Planning Commission meeting. On Thursday June 4th the
South Snohomish Cities meeting will be held here at city hall.
Councilmember Krienke will be attending Wednesday
evening’s Police Department meeting.
Mayor Colinas attended the AWC Labor Relations
training in Yakima last week. In addition, he read into the record the summary
that dismissed the Paul Grass Unfair Labor Practice.
Approval
of Minutes:
Mayor Colinas opened for consideration approval of the Brier City
Council Minutes of May 12, 2009. Councilmember Nick
made a MOTION to approve the Brier City Council Workshop Minutes
of May 12, 2009. Councilmember Kaemingk SECONDED.
Motion Carried.
Mayor Colinas opened for consideration approval of the Brier City Council
Workshop Minutes of May 19, 2009. Councilmember Nick
made a MOTION to approve Brier City Council Minutes of May 19,
2009. Councilmember Gem SECONDED. Motion
Carried with Councilmembers Corpron-Smith and Gipson abstaining.
Consent
Agenda:
Mayor Colinas opened for consideration approval of the consent agenda
which includes, approving the Mayor’s signature on the amended joint
payment/joint defense contract with Inslee Best and on the Department of
Corrections Community Work Crew Task Order. Councilmember
Kaemingk made a MOTION to approve the Mayor’s signature on the
amended joint payment/joint defense contract with Inslee Best and on the
Department of Corrections Community Work Crew Task Order. Councilmember Steele SECONDED. Motion Carried.
Hearings:
Mayor Colinas opened the public hearing at 7:50:43 PM on Ordinance 362 amending sections of Title
16 and adding a new section; Mayor Colinas opened the public hearing on
Ordinance 365 amending and replacing Title 1; Mayor Colinas opened the public
hearing on Ordinance 366 amending and replacing Title 2. Councilmember Gipson made a MOTION to close the
public hearings at 7:51:11 PM. Councilmember Corpron-Smith SECONDED. Motion Carried.
Ordinances,
Resolutions & Orders:
Mayor Colinas opened for consideration approval of Ordinance 362
amending sections of Title 16 and adding a new section. Councilmember Steele made a MOTION to approve Ordinance
362 amending sections of Title 16 and adding a new section. Councilmember Gem SECONDED. Motion Carried.
Mayor Colinas opened for consideration approval of Ordinance 365
amending and replacing Title 1. Councilmember Gem made a MOTION to approve
Ordinance 365 amending and replacing Title 1.
Councilmember Gipson SECONDED. Motion Carried.
Mayor Colinas opened for consideration approval of Ordinance 366
amending and replacing Title 2. Councilmember Kaemingk made a MOTION to approve
Ordinance 366 amending and replacing Title 2.
Councilmember Nick SECONDED. Councilmember
Steele brought to our attention a spelling error in the title. Motion
Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials:
Mayor Colinas asked if the Council would like to cancel the June 2nd
meeting due to a lack of business. Councilmember
Corpron-Smith made a MOTION to cancel the June 2, 2009 Brier City
Council workshop meeting. Councilmember Steele SECONDED. Motion Carried.
Councilmember Gem had a question about the draft
newsletter.
Councilmember Steele had a question about the lot
across from her house and the equipment and trailer being stored there.
Adjournment:
Councilmember Krienke made a MOTION to adjourn. Councilmember Gem SECONDED. Mayor Colinas
declared the meeting adjourned at 8:06:57 PM.
