Mayor Colinas called the regular Brier City Council Meeting to order at 7:30:54 PM and the flag salute was given.

Roll Call:                 

PRESENT:                                  Mayor Colinas; Councilmember Corpron-Smith, Gem, Kaemingk and Nick. Councilmember Gipson arrived at 7:32 PM. Councilmember Krienke arrived at 7:41 PM.

ABSENT:                                    Councilmember Steele was attending the AWC elected officials training.

Public Requests & Oral Communications:

Jamie Hayes 3418 238^th St SW, they are having a party on August 22^nd starting at 2 PM, they will have live bands.

Reports of Committees & City Officials:

Councilmember Gipson attended CT meetings on July 16^th and 27^th.

Councilmember Kaemingk attended the July 15^th Planning Commission meeting.

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of July 14, 2009. Councilmember Gipson made a MOTION to approve the Brier City Council Minutes of July 14, 2009. Councilmember Corpron-Smith SECONDED. Motion Carried.

Mayor Colinas opened for consideration approval of the Brier City Council Workshop Minutes of July 21, 2009. Councilmember Gipson made a MOTION to approve Brier City Council Minutes of July 21, 2009. Councilmember Gem SECONDED. Councilmember Motion Carried.

Hearings

Mayor Colinas opened for consideration the Business License BR09-042 submitted by Scott Higson at 2307 225^th Pl SW, Brier for Spencer Scott Designs (Furniture Maker). Scott Higson was in attendance and gave the Council a brief description of his business. City Planner Gaudette addressed the compliance of the application and recommended approval. The public hearing was opened at 7:44:59 PM.

John Karschney 2227 225^th Pl SW, is the neighbor to the east of the proposed business and he is supportive of the approval. Gabrielle Higson was in support of approval of the business.

Councilmember Kaemingk made a MOTION to close the hearing at 7:46:44 PM. Councilmember Gipson SECONDED. Motion Carried.

Mayor Colinas opened for consideration the public hearing at 7:57:42 PM on Resolution No. 515 providing for a proposition authorizing an EMS Levy LID lift to restore the regular property tax to the originally authorized level. Councilmember Corpron-Smith made a MOTION to close the public hearing at 7:59:08 PM. Councilmember Gem SECONDED. Motion Carried.

Mayor Colinas opened for consideration the public hearing at 8:00:00 PM on Resolution No. 517 for the 2010-2015 Comprehensive Street Plan. Councilmember Kaemingk made a MOTION to close the public hearing at 8:00:39 PM. Councilmember Krienke SECONDED. Motion Carried.

Mayor Colinas opened for consideration the approval of Resolution No. 515 providing for a proposition authorizing an EMS Levy LID lift to restore the regular property tax to the originally authorized level. Mayor Colinas opened for consideration a motion to delay the start of the August 4^th, 2009 Council Workshop Meeting due to National Night Out. Councilmember Krienke made a MOTION to delay the start of the August 4^th, 2009 Council Workshop Meeting until 8 PM due to National Night Out. Councilmember Gipson SECONDED. Motion Carried.

Mayor Colinas opened for consideration that Council take action to appoint the Pro/Con Committees for the EMS Levy Restoration. Councilmember Corpron-Smith made a MOTION to appoint Leslie Hynes to the Pro Committee for the EMS Levy Restoration.
