BRIER CITY COUNCIL MINUTES

November 24, 2009

Mayor Colinas called the regular Brier City Council Meeting to order at 7:30:28 PM and the flag salute was given.

 

Roll Call                  

PRESENT:                                  Mayor Colinas; Councilmember Corpron-Smith, Gem, Kaemingk, Krienke, Nick and Steele.

                                                  Councilmember Gipson arrived at 7:35:52 PM.

STAFF:                                       Clerk-Treasurer Swisher.

 

Public Requests & Oral Communications

Mayor David Baker 7416 NE 169th St. Kenmore, handed out letters for the Council regarding an invitation to join an interlocal agreement to care for the watershed.

 

John Hendrickson 5919 NE 202nd Lane Kenmore, Kenmore City Councilmember, handed out documentation with environmental impact analysis comparison.

 

Elizabeth Mooney 5934 NE 201st St Kenmore, had multiple points to bring up including encouraging the Council to look at the Master Builders Association green builders standards and encouraging builders to use Low Impact Development standards.

 

Reports of Committees & City Officials

Councilmember Corpron-Smith reminded everyone of the Christmas tree lighting on December 5, 2009.

Councilmember Steele reported that the work at the library is coming along nicely.

Councilmember Kaemingk attended the Snohomish County Cities meeting. They are discussing making trips to Olympia to get time with legislators to discuss local issues. He attended the Planning Commission meeting on November 18, 2009.

 

Approval of Minutes

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of November 10, 2009. Councilmember Nick made a MOTION to approve the Brier City Council Minutes of November 10, 2009. Councilmember Gipson SECONDED. Motion Carried.

Councilmember Kaemingk made a MOTION to approve November 17, 2009 Workshop minutes. Councilmember Gipson SECONDED. Motion Carried.

 

Consent Agenda

Mayor Colinas opened for consideration approval of Interlocal Agreement with the City of Sunnyside for the Housing of Inmates. Councilmember Gipson made a MOTION to approve Interlocal Agreement with the City of Sunnyside for the Housing of Inmates. Councilmember Gem SECONDED. Motion Carried.

 

New Business, Petitions, Communications, Applications & Appeals

Mayor Colinas opened for consideration approval of the expenditure for two Radar Guns from Lakota contracting in an amount not to exceed $3,468.96. Councilmember Kaemingk made a MOTION to approve the expenditure for two Radar Guns from Lakota contracting in an amount not to exceed $3,468.96. Councilmember Krienke SECONDED. Motion Carried.

 

Hearings

Mayor Colinas opened the Public Hearing at 7:54:59 PM on Ordinance #360.A amending the 2009 Budget, and increasing expenditures from the Capital Equipment Fund, Capital Improvement Fund, Sewer Fund, and Deposit Fund. Councilmember Steele made a MOTION to close the public hearing at 7:55:28 PM. Councilmember Corpron-Smith SECONDED. Motion Carried.

 

Mayor Colinas opened the Public Hearing at 7:56:06 PM on Ordinance #370 relating to Credit Card issuance; amending section 2.32.010 of the Brier Municipal Code. Councilmember Corpron-Smith made a MOTION to close the public hearing at 7:56:47 PM. Councilmember Gem SECONDED. Motion Carried.

 

Mayor Colinas opened the Public Hearing at 7:57:26 PM  on Ordinance #371 relating to use of Checks by the city; amending sections 3.52.020 and 3.52.030 of the Brier Municipal Code. Councilmember Gipson made a MOTION to close the public hearing at 7:58:11 PM. Councilmember Krienke SECONDED. Motion Carried.

 

Mayor Colinas opened the Public Hearing at 7:58:34 PM on Ordinance #372 levying the general taxes for the City of Brier for the year 2010. Councilmember Krienke made a MOTION to close the public hearing at 7:59:22 PM. Councilmember Gipson SECONDED. Motion Carried.

 

Mayor Colinas opened the Public Hearing at 7:59:40 PM on the proposed 2010 Budget. Councilmember Krienke made a MOTION to close the public hearing at 8:00:39 PM. Councilmember Nick SECONDED. Motion Carried.

 

Ordinances. Resolutions & Orders

Mayor Colinas opened for consideration approval of Ordinance #372 levying the general taxes for the City of Brier for the year 2010. Councilmember Gem made a MOTION to approve Ordinance #372 levying the general taxes for the City of Brier for the year 2010. Councilmember Nick SECONDED. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials

Councilmember Kaemingk mentioned that the Snohomish Cities Association has asked if the City of Brier would take over managing the finances for the group.

Councilmember Krienke asked about the Balsam Park sewer installation.

Councilmember Gipson announced that CT’s Swift service is being launched on Sunday. In addition, he had concerns about the back-ups around the school zones due to the new traffic signals.
