BRIER CITY COUNCIL MINUTES

April 27, 2010

Mayor Colinas called the regular Brier City Council Meeting to order at 7:30:35 PM  and the flag salute was given.

 

Roll Call:                 

PRESENT:                                  Mayor Colinas; Councilmember Corpron-Smith, Kaemingk, Krienke, Steele, Olson and Nick.

ABSENT:                                    Councilmember Gallagher.

STAFF:                                       Clerk-Treasurer Swisher; City Planner Gaudette.

 

Public Requests & Oral Communications: None.

 

Reports of Committees & City Officials:

Councilmember Krienke attended the Parks Board meeting on April 14, 2010.

Councilmember Kaemingk attended the Planning Commission meeting on April 21, 2010 and on April 22, 2010 he attended the police negotiation meeting.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of April 13, 2010. Councilmember Steele made a MOTION to approve the Brier City Council Minutes of April 13, 2010. Councilmember Nick SECONDED. Motion Carried with Councilmember Corpron-Smith abstained.

 

Mayor Colinas opened for consideration approval of the Brier City Council Workshop Minutes of April 20, 2010. Councilmember Olson made a MOTION to approve Brier City Council Workshop Minutes of April 20, 2010. Councilmember Corpron-Smith SECONDED. Councilmember Motion Carried.

 

Consent Agenda:

Mayor Colinas opened for consideration approval of the 2010/2011 Interlocal Agreement for the Snohomish Regional Drug Task Force. Councilmember Corpron-Smith made a MOTION to approve 2010/2011 Interlocal Agreement for the Snohomish Regional Drug Task Force. Councilmember Steele SECONDED. Motion Carried.

 

Hearings:

Mayor Colinas opened the Public Hearing on the Final Assessment Roll for LID #09-01. City Engineer Jason Henry gave a history of the project and how the assessments were arrived at. Harold Parker 21230 38th Pl had a question about a portion of the roadway. Councilmember Krienke made a MOTION to close the public hearing. Councilmember Nick SECONDED. Motion Carried.

 

 

Mayor Colinas opened initial discussion on Public Hearing on Home Occupation License #BR10-013 to conduct Software Development, Sales and Support; submitted by Steven Dittmar of 22202 Old Poplar Way.  City Planner Gaudette gave a brief overview of the application. Steve Dittmar explained that his business is strictly over the internet. Mayor Colinas opened the Public Hearing at 7:55:35 PM. Councilmember Kaemingk made a MOTION to close the Public Hearing at 7:56:14 PM. Councilmember Olson SECONDED. Motion Carried. Councilmember Corpron-Smith made a MOTION to approve Home Occupation License #BR10-013 to conduct Software Development, Sales and Support; submitted by Steven Dittmar of 22202 Old Poplar Way. Councilmember Steele SECONDED. Motion Carried.

 

 

Mayor Colinas opened initial discussion on Public Hearing on Home Occupation License #BR10-003 for Heb Consulting; submitted by Harold Befus of 21303 38th Pl W. City Planner Gaudette gave an overview of the application. Mayor Colinas opened the Public Hearing at 8:00:39 PM. Councilmember Nick made a MOTION to close the Public Hearing. Councilmember Krienke SECONDED. Motion Carried. Councilmember Nick made a MOTION to approve Home Occupation License #BR10-003 for Heb Consulting; submitted by Harold Befus of 21303 38th Pl W. City. Councilmember Krienke SECONDED. Motion Carried.

 

 

Ordinances, Resolutions & Orders:

Mayor Colinas opened for consideration approval of Ordinance No. 375 adopting the Balsam Park LID Final Assessment Roll. Councilmember Krienke made a MOTION to approve Ordinance No. 375 adopting the Balsam Park LID Final Assessment Roll with the amendment of Section 4 to have the first installment shall be due and payable on June 30, 2011 and striking 2010 from the line that reads “annually thereafter on each June 30th”. Councilmember Steele SECONDED. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Chief John Westfall, Fire Marshall for Fire District #1 introduced himself to the Council.

Councilmember Steele questioned if there was a way to notify the residents about the rash of car prowls that she has noticed in the Chief’s weekly report. The Mayor reported that he has information that would suggest that the people responsible have been apprehended.

Mayor Colinas asked the Council if they are interested in joining with Snohomish County in forming a Transportation Benefit District.

Councilmember Olson asked to get it on a workshop agenda to process no and low impact home occupation licenses without Council action.

 

Executive Session

Mayor Colinas called for executive session pursuant to RCW 42.30.110(1)(f) for 15 minutes at 8:25:08 PM. The Council returned at 8:42:58 PM.

 

 

Adjournment:

Councilmember Kaemingk MOTION to adjourn. Councilmember Krienke SECONDED. Mayor Colinas declared the meeting adjourned at 8:43:02 PM.
