BRIER CITY COUNCIL MINUTES
May 11, 2010
Mayor Colinas called the regular Brier City Council
Meeting to order at 7:31:02 PM and the flag salute was given.
Roll Call:
PRESENT: Mayor Colinas;
Councilmember Kaemingk, Krienke, Steele, Gallagher, Olson and Nick.
ABSENT: Councilmember
Corpron-Smith.
STAFF: Clerk-Treasurer
Swisher; City Planner Gaudette.
Public
Requests & Oral Communications: None.
Reports of
Committees & City Officials:
Councilmember Steele reviewed the warrants on May
9, 2010 and will attend the Library Board meeting tomorrow evening.
Councilmember Kaemingk attended the South Snohomish
Cities meeting on May 6, 2010. In addition he attended the police negotiations
meeting on May 6th.
Approval
of Minutes:
Mayor Colinas opened for consideration approval of the Brier City
Council Minutes of April 27, 2010. Councilmember
Steele made a MOTION to approve the Brier City Council Minutes of
April 27, 2010. Councilmember Gallagher SECONDED.
Motion Carried.
Mayor Colinas opened for consideration approval of the Brier City Council
Workshop Minutes of May 4, 2010. Councilmember
Kaemingk made a MOTION to approve Brier City Council Workshop
Minutes of May 4, 2010. Councilmember Olson SECONDED.
Motion Carried.
Consent
Agenda:
Mayor Colinas opened for consideration approval of the consent agenda
which includes approval of addendum to the 2010 Interlocal Agreement for Jail
Services with Snohomish
County, 2010 Agreement
for Animal Shelter Services with PAWS, and the contract with department of
Corrections for Offender Work Crews. Councilmember
Nick made a MOTION to approve the consent agenda as listed. Councilmember
Olson SECONDED. Motion Carried.
Hearings:
Mayor Colinas opened initial discussion for Public Hearing on Home Occupation Business
License BR10-030, Air Pros Energy, and HVAC business, operated by Mark Johnson
at 23502 35th Ave. W. City Planner Gaudette gave a brief overview of the
application. Mayor Colinas opened the Public Hearing at 7:39:47 PM . Councilmember Krienke made a MOTION
to close the Public Hearing at 7:40:39 PM . Councilmember Steele SECONDED. Motion
Carried. Councilmember Nick made a MOTION to approve Home
Occupation Business License BR10-030, Air Pros Energy, and HVAC business,
operated by Mark Johnson at 23502
35th Ave. W.
Councilmember Olson SECONDED. There was Council discussion. Motion Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials:
Mayor Colinas handed out an Addendum to the Participation Agreement from
Inslee, Best to allow Coal Creek Utility District and Vashon Sewer District to
join our joint payment agreement. There was Council discussion. Councilmember Steele made a MOTION to approve the Addendum
to the Participation Agreement from Inslee, Best to allow Coal Creek Utility
District and Vashon Sewer District to join our joint payment agreement in the
Cedar River v. King
County court case. Councilmember Krienke SECONDED. Motion Carried.
Councilmember Olson asked about a letter that was
emailed to the Council by a Mr. Andrew Schaffer regarding potential address
changes.
Auditing
of Accounts:
Mayor Colinas opened for consideration approval of the April 2010 Payroll
Checks. Councilmember Steele made a MOTION to approve
the April 2010 Payroll Checks No. 17044 through No. 17097 in the amount of
$116,846.94. Councilmember Kaemingk SECONDED. Motion Carried.
Mayor Colinas opened for consideration approval of the April 2010 Claim Checks. Councilmember
Steele made a MOTION to approve the April 2010 Claim Checks No.
21443 through No. 21495 in the amount of $517,753.89.
Councilmember Nick SECONDED. Motion
Carried.
Mayor Colinas opened for consideration approval of the April 2010
Checks. Councilmember Steele made a MOTION to approve
2010 Checks No. 9819 through No. 9830 in the amount of $16,213.38.
Councilmember Gallagher SECONDED. Motion Carried.
Adjournment:
Councilmember Krienke made a MOTION to adjourn. Councilmember Gallagher SECONDED. Mayor
Colinas declared the meeting adjourned at 7:58:28 PM PM.
