Mayor Colinas called the regular Brier City Council Meeting to order at 7:30:40 PM  and the flag salute was given.

Reports of Committees & City Officials:

Councilmembers Krienke, Corpron-Smith, Steele, Kaemingk and Gallagher attended the October 5^th AWC annual meeting.

Councilmember Steele reviewed the claim warrants over the weekend of October 9-10^th.

Councilmember Kaemingk attended a meeting with the Mayor, City Planner and the representatives from Gray & Osborne on October 1^st to discuss the Murphy Detention Pond.

Councilmember Gallagher judged Dog-o-ween.

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of September 28, 2010. Councilmember Gallagher made a MOTION to approve the Brier City Council Minutes of September 28, 2010. Councilmember Krienke SECONDED. Councilmember Steele made a MOTION to amend the minutes as they were missing her report of her attending the 2 day RMSA board meeting on September 22^nd and 23^rd. Councilmember Kaemingk SECONDED. Motion Carried. Original Motion Carried as amended.

Councilmember Krienke made a MOTION to approve the Brier City Council Workshop Minutes of September 28, 2010. Councilmember Olson SECONDED. Motion Carried.

Hearings:

Mayor Colinas opened the initial discussion for the Public Hearing on Home Occupation Business License BR10-064 for Amaryllis Images located at 23710 34^th Ave W, by Amaryllis Lockhart. City Planner Gaudette gave a brief overview of the application and recommended approval. Amaryllis Lockhart gave a brief explanation of her business. Mayor Colinas opened the Public Hearing at 7:40:08 PM. Councilmember Krienke made a MOTION to close the Public Hearing at 7:41:00 PM. Councilmember Gem SECONDED. Motion Carried. Councilmember Krienke made a MOTION to approve Home Occupation Business License BR10-064 for Amaryllis Images located at 23710 34^th Ave W, by Amaryllis Lockhart. Councilmember Olson SECONDED. Motion Carried.

Mayor Colinas opened the initial discussion for Public Hearing on Home Occupation Business License BR10-071 for GMG Construction located at 3605 227^th St SW, by Ballard and Jane McFarlane. City Planner Gaudette gave a brief overview of the application and recommended approval. Jason Soblewski 3120 228^th St SW, was representing GMG Construction and discussed the conditions of the business. Mayor Colinas opened the Public Hearing at 7:48:13 PM. Councilmember Steele made a MOTION to close the Public Hearing at 7:49:09 PM. Councilmember Corpron-Smith SECONDED. Motion Carried. Councilmember Krienke made a MOTION to approve Home Occupation Business License BR10-071 for GMG Construction located at 3605 227^th St SW, by Ballard and Jane McFarlane. Councilmember Kaemingk SECONDED.  There were Council questions. Motion Carried.

Mayor Colinas opened the Public Hearing at 7:53:37 PM. Councilmember Corpron-Smith made a MOTION to close the Public Hearing at 7:54:30 PM . Councilmember Gallagher SECONDED. Motion Carried.

Ordinances, Resolutions & Orders:

Mayor Colinas opened for consideration a decision regarding Ordinance No. 383 amending chapter 2.04 relating to Compensation for Elected Officials. Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Colinas brought to the Council’s attention that the City of Mountlake Terrace will be retiring a truck with a man-lift at a reasonable price and he would like us to consider purchasing the vehicle.

Councilmember Gallagher made a MOTION for the Mayor to pursue obtaining the man-lift truck from the City of Mountlake Terrace for a price up to $7,500. Councilmember Kaemingk SECONDED. Motion Carried.

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the September 2010 Payroll Checks. Councilmember Steele made a MOTION to approve the September 2010 Payroll Checks No. 17311 through No. 17364 in the amount of $128,200.35. Councilmember Corpron-Smith SECONDED. Motion Carried.

Mayor Colinas opened for consideration approval of the September 2010 Claim Checks.  Councilmember Steele made a MOTION to approve the September 2010 Claim Checks No. 21724 through No. 21795 in the amount of $158,489.68. Councilmember Gallagher SECONDED. Motion Carried.

Mayor Colinas opened for consideration approval of the September 2010 Checks. Councilmember Steele made a MOTION to approve the September 2010 Checks No. 9879 through No. 9893 in the amount of $12,306.68. Councilmember Olson SECONDED. Motion Carried.
