BRIER CITY COUNCIL MINUTES

October 26, 2010

Mayor Colinas called the regular Brier City Council Meeting to order at 7:30:38 PM and the flag salute was given.

 

Roll Call:                 

PRESENT:                                  Mayor Colinas; Councilmember Corpron-Smith, Gem, Krienke, Steele, Gallagher and Olson. Councilmember Kaemingk arrived at 7:33:19 PM.

STAFF:                                       Clerk-Treasurer Swisher.

 

Public Requests & Oral Communications: None.

 

Reports of Committees & City Officials:

Councilmember Krienke attended the October 13th Park Board meeting.

Councilmember Corpron-Smith along with Dennis Nick came in on October 24th and hung the park master plan maps in City Hall.

Councilmember Steele on October 22nd went with City Planner Gaudette to a meeting with Representative Jay Inslee’s office regarding Federal funding.

Mayor Colinas & Councilmember Kaemingk attended the South Snohomish Cities dinner on October 21st.

Councilmember Kaemingk attended the Planning Commission meeting on October 20th.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of October 12, 2010, Brier City Council Workshop Minutes of October 12, 2010 and the Brier City Council Workshop Minutes of October 19, 2010. Councilmember Gallagher made a MOTION to approve the minutes of the Brier City Council Minutes of October 12, Brier City Council Workshop Minutes of October 12 and the Brier City Council Workshop Minutes of October 19, 2010. Councilmember Steele SECONDED. Motion Carried.

 

Consent Agenda:

Mayor Colinas opened for consideration approval of the release of the Assignment of Funds for Sara Schrader in the amount of $25,914.42. Councilmember Corpron-Smith made a MOTION to approve the release of the Assignment of Funds for Sara Schrader in the amount of $25,914.42. Councilmember Olson SECONDED. Motion Carried.

 

Hearings:

Mayor Colinas opened the initial discussion for Public Hearing on Ordinance No. 384 levying the general taxes for the City of Brier for the year 2011. Mayor Colinas opened the Public Hearing at 7:39:59 PM. Councilmember Krienke made a MOTION to close the Public Hearing at 7:40:51 PM. Councilmember Gallagher SECONDED. Motion Carried.

 

Mayor Colinas opened the initial discussion for Public Hearing on Ordinance No. 373.A amending the 2010 budget, and increasing expenditures from the General Fund, Capital Improvement Fund and Sewer Fund. Mayor Colinas opened the Public Hearing at 7:41:34 PM. Councilmember Gem made a MOTION to close the Public Hearing at 7:42:21 PM. Councilmember Steele SECONDED. Motion Carried.

 

Ordinances, Resolutions & Orders:

Mayor Colinas opened for consideration a decision regarding Ordinance No. 384 levying the general taxes for the City of Brier for the year 2011. Councilmember Steele made a MOTION to approve Ordinance No. 384 levying the general taxes for the City of Brier for the year 2011. Councilmember Kaemingk SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration a decision regarding Ordinance No. 373.A amending the 2010 budget, and increasing expenditures from the General Fund, Capital Improvement Fund and Sewer Fund.  Councilmember Gallagher made a MOTION to approve Ordinance No. 373.A amending the 2010 budget, and increasing expenditures from the General Fund, Capital Improvement Fund and Sewer Fund. Councilmember Olson SECONDED. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Clerk-Treasurer Swisher asked that the Mayor’s appointment of Joe Jonart to the Park Board position #5 with a term expiring September 15th, 2013. Councilmember Krienke made a MOTION to confirm the Mayor’s appointment. Councilmember Corpron-Smith SECONDED. Motion Carried.

 

Councilmember Gem gave her notice that she is resigning from her position on the Council as of this evening as she is moving out of the area.

 

Councilmember Kaemingk was pleased to have met with representatives from Patty Murray’s office and Governor Gregoire’s office 7:52:10 PM at the Snohomish County Cities dinner last Thursday and have the opportunity to discuss issues facing our area with them. In addition he attended the Planning Commission meeting where they discussed the Critical Areas Ordinance and the City Manager from Kenmore was there to discuss the surface water issues that could be addressed in the Critical Areas Ordinance.

 

Councilmember Krienke made a MOTION to appoint Dennis Nick to fill the rest of Ona Gem’s term. Councilmember Corpron-Smith SECONDED. Motion Carried.

 

Executive Session Pursuant to RCW 42.30.110(1) (i) to Discuss Litigation:

Mayor Colinas excused Council to Executive Session pursuant to RCW 42.30.110(1) (i) to Discuss Litigation with attorney Scott Sawyer at 7:55:51 PM for approximately 30 minutes. Mayor Colinas extended the Executive Session for an additional 20 minutes to 8:45 PM. Mayor Colinas extended the Executive Session for an additional 20 minutes to 9:05 PM. Mayor Colinas extended the Executive Session for an additional 20 minutes to 9:25 PM. Council reconvened from Executive Session at 9:26:41 PM.

 

Adjournment:

Councilmember Krienke made a MOTION to adjourn to workshop. Councilmember Steele SECONDED. Mayor Colinas declared the meeting adjourned at 9:27:14 PM.

 

The Council reconvened at 9:33:27 PM to discuss filling the vacancy left by Ona Gem’s resignation.

 

Councilmember Olson made a MOTION to adjourn. Councilmember Steele SECONDED. Mayor Colinas declared the meeting re-adjourned at 9:34:42 PM.
