BRIER CITY COUNCIL MINUTES

November 09, 2010

Mayor Colinas called the regular Brier City Council Meeting to order at 7:30:16 PM and the flag salute was given.

 

Roll Call:                 

PRESENT:                                  Mayor Colinas; Councilmember Corpron-Smith, Nick, Kaemingk, Krienke, Steele, Gallagher and Olson.

STAFF:                                       Police Chief Lane; Clerk-Treasurer Swisher; City Planner Gaudette.

 

Public Requests & Oral Communications:

Peggy Dare 22320 Hickory Way – presented an idea to change the driveways for the park and city hall into one driveway and make the area around the horse arena a bio-filtration garden.

 

Luis Madrid 3607 219th St SW – has noticed an area along the roadway on 219th St. where the curb and gutter are separating and there might be some hillside erosion.

 

Reports of Committees & City Officials:

Councilmember Steele will be at the Library Board meeting tomorrow night, she reviewed the claims over the weekend.

Councilmember Kaemingk hosted the Snohomish County Cities meeting here at City Hall on November 4th. They discussed the draft legislative agenda.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of October 26, 2010. Councilmember Steele made a MOTION to approve the Brier City Council Minutes of October 26, 2010. Councilmember Krienke SECONDED. Motion Carried. Councilmember Nick abstained.

 

Mayor Colinas opened for consideration approval of the Brier City Council Workshop Minutes of November 2, 2010. Councilmember Kaemingk made a MOTION to approve Brier City Council Workshop Minutes of November 2, 2010. Councilmember Olson SECONDED. Motion Carried.

 

New Business, Petitions, Communications, Applications & Appeals:

Mayor Colinas opened for consideration the support of Cities of Snohomish County 2011-2013 Legislative Agenda. Councilmember Krienke made a MOTION to approve the support of Cities of Snohomish County 2011-2013 Legislative Agenda. Councilmember Kaemingk SECONDED.  There was council discussion. Motion Carried.

 

Mayor Colinas opened for consideration the request for approval by Chief Lane for two new laptops with the funds coming from the Capitol Equipment Fund #108 in an amount not to exceed $4,235.60. There was council discussion. Councilmember Olson made a MOTION to approve the request for two new laptops with the funds coming from the Capitol Equipment Fund #108 and the Police operating budget in an amount not to exceed $5,000.00 if available in the Police budget. Councilmember Krienke SECONDED. Motion Carried.

 

Hearings:

Mayor Colinas opened the initial discussion on Home Occupation License BR10-074 EMB Consulting, LLC located at 3607 219th St SW by Elisabeth Black. City Planner Gaudette gave a brief overview of the application and requested approval. Elisabeth Black gave a description of her work. Mayor Colinas opened the Public Hearing at 8:11:36 PM. Jim Cox 21900 37th Pl W supports the application. Peggy Dare 22320 Hickory Way supports the business. Councilmember Nick made a MOTION to close the Public Hearing. Councilmember Krienke SECONDED. Mayor Colinas closed the Public Hearing at 8:13:09 PM. Motion Carried.

Councilmember Corpron-Smith made a MOTION to approve Home Occupation Business BR10-074 EMB Consulting, LLC located at 3607 219th St SW by Elisabeth Black. Councilmember Olson SECONDED. Motion Carried.

 

Mayor Colinas opened the initial discussion for Public Hearing on Ordinance No. 385 amending the rates charged for Stormwater Service. Mayor Colinas opened the Public Hearing at 8:15:32 PM. Peggy Dare 22320 Hickory Way was curious as to how the fees are imposed and if they are proportionate to the impervious surface. Councilmember Krienke made a MOTION to close the Public Hearing. Councilmember Corpron-Smith SECONDED. Mayor Colinas closed the Public Hearing at 8:17:59 PM. Motion Carried.

 

Ordinances, Resolutions & Orders:

Mayor Colinas opened for consideration a decision regarding Ordinance No. 385 amending the rates charged for Stormwater Service.  Councilmember Krienke made a MOTION to approve Ordinance No. 385 amending the rates charged for Stormwater Service. Councilmember Olson SECONDED. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Councilmember Olson had a concern with the over abundance of phone books that are delivered and that it is a waste of paper; he wondered if we could do anything to stop the deliveries.

 

Councilmember Steele mentioned a concern with the repairs on some of our higher mileage police cars.

 

Mayor Colinas reported on the Eagle Scout projects that three local scouts have been working on at Bobcat Park, Brier Patch Park and the Library sign.

 

Councilmember Corpron-Smith made a MOTION to cancel the workshop meeting on November 16, 2010. Councilmember Olson SECONDED. Motion Carried.

 

Council recessed for 5 minutes at 8:30:02 PM to read the proposed newsletter. 8:34:37 PM Council returned and approved the newsletter to go to print.

 

Mayor Colinas will be purchasing new lights for the tree lighting.

 

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the October 2010 Payroll Checks. Councilmember Steele made a MOTION to approve the October 2010 Payroll Checks No. 17365 through No. 17417 in the amount of $117,609.94. Councilmember Corpron-Smith SECONDED. There was council discussion. Motion Carried.

 

Mayor Colinas opened for consideration approval of the October 2010 Claim Checks.  Councilmember Steele made a MOTION to approve the October 2010 Claim Checks No. 21796 through No. 21850 in the amount of $150,869.90. Councilmember Corpron-Smith SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration approval of the October 2010 Checks. Councilmember Steele made a MOTION to approve October 2010 Checks No. 9894 through No. 9903 in the amount of $33,811.90. Councilmember Krienke SECONDED. Motion Carried.

 

Adjournment:

Councilmember Gallagher made a MOTION to adjourn to Executive Session. Councilmember Nick SECONDED. Mayor Colinas declared the meeting adjourned to Executive Session for approximately 20 minutes to discuss Personnel matters in accordance with RCW 42.30 at 8:49:25 PM.
