BRIER CITY COUNCIL MINUTES

November 23, 2010

Mayor Colinas called the regular Brier City Council Meeting to order at 7:30:21 PM  and the flag salute was given.

 

Roll Call:                 

PRESENT:                                  Mayor Colinas; Councilmember Kaemingk, Krienke, Gallagher, Olson and Nick.

ABSENT:                                    Councilmember Corpron-Smith and Steele.

STAFF:                                       Clerk-Treasurer Swisher.

 

Public Requests & Oral Communications: None

 

Reports of Committees & City Officials:

Councilmember Krienke attended the parks board meeting on November 10th.

Councilmember Kaemingk attended a November 1st meeting with the Mayor and legal counsel with AWC regarding insurance coverage, on November 4th he hosted the South Snohomish Cities meeting where they reviewed their legislative agenda, on November 17th he attended the Planning Commission meeting.

Councilmember Gallagher attended the Brier Elementary school Veteran’s Day program it was great and he recommends people attend and thanked the parents with children who attend there for a great program.

City Clerk-Treasurer Swisher updated the Council on the emergency management plan and that the meeting with ESCA went well.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of November 9, 2010. Councilmember Nick made a MOTION to approve the Brier City Council Minutes of November 9, 2010. Councilmember Olson SECONDED. Motion Carried.

 

New Business, Petitions, Communications, Applications & Appeals:

Mayor Colinas asked for consideration of his reappointment of Daniel Hackney to the Library Board position #4 with a term expiring December 31, 2014.

Councilmember Kaemingk made a MOTION to confirm the Mayor’s reappointment of Daniel Hackney to the Library Board position #4 with a term expiring December 31, 2014. Councilmember Gallagher SECONDED. Motion Carried.

 

Hearings:

Mayor Colinas opened the initial discussion on Home Occupation License BR10-076 Little Buster’s Daycare located at 3500 233rd Pl SW, by Karen Watson. Mayor Colinas opened the Public Hearing at 7:40:22 PM. Councilmember Krienke made a MOTION to close the Public Hearing. Councilmember Olson SECONDED. Motion Carried. Mayor Colinas closed the Public Hearing at 7:41:19 PM. Councilmember Nick made a MOTION to approve Home Occupation Business BR10-076 Little Buster’s Daycare located at 3500 233rd Pl SW, by Karen Watson. Councilmember Olson SECONDED. Motion Carried.

 

Mayor Colinas opened the initial discussion on Home Occupation License BR10-077 A Pro Trim Tree Service located at 24186 34th Ave W, by Neal Salamonsen. Peder Salamonsen 24186 34th St. discussed the business and gave an explanation that with current weather conditions the moving of equipment would take more than 5 days because of a steep hill. Mayor Colinas opened the Public Hearing at 7:49:22 PM. Clerk-Treasurer Swisher read into the record a statement from Gene Hartman 3504 Alaska Rd, regarding his concern with this business license and the storing of equipment on an empty lot adjacent to his home; he requested that the Council postpone the public hearing to the next regular meeting of December 14th. Councilmember Olson made a MOTION to close the Public Hearing. Councilmember Kaemingk SECONDED. Motion Carried. Mayor Colinas closed the Public Hearing at 7:57:27 PM. Motion Carried. Councilmember Krienke made a MOTION to approve Home Occupation Business BR10-077 A Pro Trim Tree Service located at 24186 34th Ave W, by Neal Salamonsen, with the conditions recommended in the staff report. Councilmember Gallagher SECONDED.  There was Council discussion regarding noise concerns. Motion Carried.

 

Mayor Colinas opened the initial discussion for Public Hearing on Ordinance No. 386 adopting the 2011 Operating Budget. Mayor Colinas opened the Public Hearing at 8:02:33 PM. Councilmember Olson made a MOTION to close the Public Hearing. Councilmember Nick SECONDED. Mayor Colinas closed the Public Hearing at 8:03:32 PM. Motion Carried.

 

Ordinances, Resolutions & Orders:

Mayor Colinas opened for consideration a decision regarding Ordinance No. 386 adopting the 2011 Operating Budget.  Councilmember Olson made a MOTION to approve Ordinance No. 386 adopting the 2011 Operating Budget. Councilmember Gallagher SECONDED.  There was Council discussion and a new Exhibit A was presented.  Motion Carried. Councilmember Krienke made a MOTION to amend the Fund 105 expenditure from $218,000 to $318,000 reducing the ending fund balance to $213,308. Councilmember Kaemingk SECONDED. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Colinas informed the Council of the change to the potential funds from Snohomish County.

Clerk-Treasurer Swisher shared with Council a letter that was received from a citizen who disagrees that they should have to obtain a home occupation license.

Councilmember Olson thanked the road crew for taking care of our roads so well.

 

Adjournment:

Councilmember Kaemingk made a MOTION to adjourn. Councilmember Krienke SECONDED. Mayor Colinas declared the meeting adjourned at 8:27:39 PM PM.
