BRIER CITY COUNCIL MINUTES
January 25, 2011
Mayor Colinas called the regular Brier City Council
Meeting to order at 7:30:52 PM and the flag salute was given.
Roll Call:
PRESENT: Mayor Colinas;
Councilmember Corpron-Smith, Kaemingk, Krienke, Steele, Gallagher and Nick.
ABSENT: Councilmember
Olson.
STAFF: Clerk-Treasurer
Swisher; City Planner Gaudette.
Public
Requests & Oral Communications:
Peggy Dare 22320 Hickory Way she discussed lot
potential mitigation and how it allows clustering of housing and lot averaging.
She really likes what was done in the Highland Ridge development. She raised
this issue because our draft Critical Areas Ordinance that we are currently
working on eliminates lot potential mitigation. She was concerned that a rumor
was going around that she is anti-development; she had some drawings that she
showed the Council where she had taken the time to design alternatives to some
of our developments.
Reports of
Committees & City Officials:
Mayor Pro-Tem Krienke announced his Council
assignments. He attended the Parks Board meeting on January 12th.
Mayor Colinas reported that in working with PERC
the Teamsters have disclaimed the police union and the Fraternal Order of
Police has taken over. He met with a consultant to put together a cost estimate
for the proposed work at Locust
Creek Park.
Councilmember Steele audited the claims on January
8th and again on January 22nd and is attending an ESCA
meeting this coming Thursday.
Councilmember Kaemingk hosted the South Snohomish
Cities meeting on January 6th.
Approval
of Minutes:
Mayor Colinas opened for consideration approval of the Brier City
Council Minutes of January 11, 2011. Councilmember
Nick made a MOTION to approve the Brier City Council Minutes of
January 11, 2011. Councilmember Kaemingk SECONDED.
Motion Carried with Councilmembers Corpron-Smith &
Steele abstained.
Mayor Colinas opened for consideration approval of the Brier City Council
Workshop Minutes of January 18, 2011. Councilmember
Gallagher made a MOTION to approve Brier City Council Workshop
Minutes of January 18, 2011. Councilmember Steele SECONDED.
Motion Carried.
Consent
Agenda:
Mayor Colinas open for consideration approval of Mayor Colinas
appointment of Joelle Cann to the Library Board,
Position No. 5, with the term to expire December 31, 2014. Councilmember Steele made a MOTION to approve
Mayor Colinas appointment of Joelle Cann to the
Library Board, Position No. 5, with the term to expire December 31, 2014. Councilmember Corpron-Smith SECONDED.
Motion Carried.
New
Business, Petitions, Communications, Applications & Appeals:
Mayor Colinas opened for consideration the appointment of a
representative and an alternate to the ESCA Board. Councilmember Krienke made a
MOTION to appoint Councilmember Steele as a representative and Chief Lane as an
alternate to the ESCA Board. Councilmember Kaemingk SECONDED. Motion Carried.
Mayor Colinas opened for consideration the approval of the
Interlocal Agreement with Edmonds
School District for
issuing keys to access school buildings in emergencies. Councilmember Kaemingk
made a MOTION to approve the Interlocal Agreement with Edmonds School District

Gallagher SECONDED. Motion Carried.
Ordinances,
Resolutions & Orders:
Mayor Colinas opened for consideration the continuation of
the decision regarding Resolution 487.A, Plat Modification for McClenny
Meadows. Councilmember Kaemingk made a MOTION to approve Resolution
487.A, Plat Modification for McClenny Meadows at the January 11, 2011 meeting.
Councilmember Olson SECONDED. Motion Carried.
Auditing
of Accounts:
Mayor Colinas opened for consideration approval of the January 2011
Claim Checks. Councilmember Steele made a MOTION
to approve the January 2011 Claim Checks No. 21975 through No. 21990 in
the amount of $505,565.98. Councilmember Gallagher SECONDED.
Motion Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials:
Councilmember Krienke expressed appreciation for
City Planner Nicole Gaudette’s time last week.
Councilmember Steele stated that the Library Board
would like to see the design for the new library sign before it is executed.

Councilmember Corpron-Smith made a MOTION to adjourn. Councilmember Nick SECONDED. Motion Carried. Mayor Colinas declared the
meeting adjourned at 8:10:01 PM.
