BRIER CITY COUNCIL MINUTES

March 8, 2011

Mayor Colinas called the regular Brier City Council Meeting to order at 7:31:18 PM and the flag salute was given.

 

Roll Call:                 

PRESENT:                                  Mayor Colinas; Councilmember Corpron-Smith, Kaemingk, Krienke, Steele, Olson and Nick.

ABSENT:                                    Councilmember Gallagher.

STAFF:                                       Clerk-Treasurer Swisher; City Planner Gaudette.

 

Public Requests & Oral Communications:

David McLean 2516 236th St. SW is requesting an exemption from our home occupation license. he does not believe it applies to his business. His business does not produce a product or service in whole or in part from his home. He works out of his truck and his mail and paper work is done out of his home. He would like to see our code changed to address businesses such as his.

 

Reports of Committees & City Officials:

Councilmember Steele reviewed the claims over this past weekend.

Councilmember Corpron-Smith was invited to attend a seminar at the library about native frogs.

Mayor Colinas reminded Councilmen Krienke & Kaemingk of the March 29th RFA meeting in Edmonds.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of February 22, 2011. Councilmember Corpron-Smith made a MOTION to approve the Brier City Council Minutes of February 22, 2011. Councilmember Nick SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration approval of the Brier City Council Workshop Minutes of March 1, 2011. Councilmember Steele made a MOTION to approve Brier City Council Workshop Minutes of March 1, 2011. Councilmember Olson SECONDED. Motion Carried.

 

Hearings:

Councilmember Kaemingk disclosed that he lives within 300 feet of the proposed business and knows the applicant; he is willing to recuse himself. Councilmember Krienke disclosed that he lives within 300 feet and knows the applicant; he is willing to recuse himself. No objections were made.

 

Mayor Colinas opened the process for consideration of Business License #BR11-008 for Design Enginuity located at 21636 Russet Lane by Walter Schneider. Mr. Schneider gave a brief statement about his business. City Planner Gaudette gave a brief overview of the application and recommended approval. Mayor Colinas opened the Public Hearing at 7:52:54 PM. Darrel Prowse 21640 Russett Lane is the next door neighbor and he believes the license should be approved. Mayor Colinas closed the Public Hearing at 7:54:02 PM. Councilmember Nick made a MOTION to approve Business License #BR11-008 for Design Enginuity located at 21636 Russet Lane by Walter Schneider. Councilmember Olson SECONDED. Motion Carried.

Mrs. Schneider gave a brief statement about her business. City Planner Gaudette gave a brief overview of the application and recommended approval. Mayor Colinas opened the Public Hearing at 8:00:22 PM . Darrel Prowse 21640 Russett Lane is the next door neighbor and he believes the license should be approved. Mayor Colinas closed the Public Hearing at 8:02:54 PM. Councilmember Steele made a MOTION to approve Business License #BR11-009 for Market Ink located at 21636 Russet Lane by Stephany Schneider. Councilmember Corpron-Smith SECONDED. Motion Carried.

 

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Colinas asked for Council input on a T-Mobile request to put a mono-pole on the library property. In addition, he shared the estimate from WCIA for insurance coverage. Mayor Colinas asked if there is an interest in cancelling next week’s workshop meeting. Councilmember Nick made a MOTION to cancel the workshop meeting on March 15, 2011. Councilmember Olson SECONDED. Motion Carried.

 

Councilmember Krienke made a MOTION to authorize up to $700 for expenses related to the Easter egg hunt. Councilmember Corpron-Smith SECONDED. Motion Carried.

 

Councilmember Steele will be attending the AWC-RMSA board meeting on March 18th.

 

Mayor Colinas shared a quote we received for painting the library and asked for Council input.

 

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the February 2011 Payroll Checks. Councilmember Steele made a MOTION to approve the February 2011 Payroll Checks No. 17579 through No. 17629 in the amount of $120,669.47. Councilmember Krienke SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration approval of the February 2011 Claim Checks.  Councilmember Steele made a MOTION to approve the February 2011 Claim Checks No. 22056 through No. 22108 in the amount of $101,057.51. Councilmember Corpron-Smith SECONDED. There was Council discussion. Motion Carried.

 

Mayor Colinas opened for consideration approval of the February 2011 Checks. Councilmember Steele made a MOTION to approve the February 2011 Checks No. 9937 through No. 9945 in the amount of $10,874.82. Councilmember Nick SECONDED. Motion Carried.

 

Adjournment:

Councilmember Corpron-Smith made a MOTION to adjourn. Councilmember Steele SECONDED. Motion Carried. Mayor Colinas declared the meeting adjourned at 8:28:12 PM.
