Mayor Colinas called the regular Brier City Council Meeting to order at 7:30:19 PM and the flag salute was given.

Roll Call:                 

PRESENT:                                  Mayor Colinas; Councilmember Corpron-Smith, Krienke, Steele, Gallagher, Olson and Nick. Councilmember Kaemingk arrived at 7:31:59 PM.

STAFF:                                       Clerk-Treasurer Swisher; City Planner Gaudette.

Reports of Committees & City Officials:

Councilmember Krienke attended the RFA subcommittee meeting April 28^th and the RFA meeting on May 4^th.

Councilmember Steele reviewed the claims and the annual report on Tuesday May 3^rd.

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of April 26, 2011. Councilmember Nick made a MOTION to approve the Brier City Council Minutes of April 26, 2011. Councilmember Steele SECONDED. Motion Carried, Councilmember Gallagher abstained.

Mayor Colinas opened for consideration approval of the Brier City Council Workshop Minutes of May 3, 2011. Councilmember Nick made a MOTION to approve Brier City Council Workshop Minutes of May 3, 2011. Councilmember Olson SECONDED. Motion Carried.

Consent Agenda:

Mayor Colinas opened for consideration approval to authorize the Clerk-Treasurer to move ahead with obtaining long-term care for LEOFF I retiree and pay the first quarter’s premium in the amount of $1,963.05. Councilmember Steele made a MOTION to approve to authorize the Clerk-Treasurer to move ahead with obtaining long-term care for LEOFF I retiree and pay the first quarter’s premium in the amount of $1,963.05. Councilmember Corpron-Smith SECONDED. Motion Carried.

Hearings:

Mayor Colinas opened the initial discussion for the public hearing on Business License #BR11-020 for Bob’s Fresh Coat Painting located at 3398 224^th Pl SW, Brier, by Robert Sowell. City Planner Nicole Gaudette gave a brief overview of the application and recommended approval. Bob Sowell the owner of the business gave a quick overview of his company. Mayor Colinas opened the Public Hearing at 7:39:59 PM. Mayor Colinas closed the Public Hearing at 7:40:37 PM. Motion Carried. Councilmember Krienke made a MOTION to approve Business License # BR11-020 for Bob’s Fresh Coat Painting located at 3398 224^th Pl SW, Brier, by Robert Sowell. Councilmember Gallagher SECONDED.  Motion Carried.

Walker City Planner Nicole Gaudette gave a brief overview of the application and recommended approval. Mayor Colinas opened the Public Hearing at 7:43:56 PM.

Mima Sugier 21700 21^st Ave W, will the parking situation change now that he is getting the license since he has been running the business from his home for years.

Mayor Colinas closed the Public Hearing at 7:46:28 PM. Councilmember Nick made a MOTION to approve Business License #BR11-033 for Terry L. Walker, Architect located at 21712 21^st Ave W, Brier, by Terry L. Walker. Councilmember Olson SECONDED. Motion Carried.

Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Colinas read into the record the Proclamation designating May 15-21, 2011 as police week in Brier.

Mayor Colinas stated that the workshop planned for this evening will be postponed to next week to discuss the documentation handed out this evening since it is a large packet.

Councilmember Steele asked that the City Planner hi-light the changes before emailing the information to them regarding the annexation agreement.

Clerk-Treasurer handed out the brochure for the stormwater education that will be printed and paid for out of our stormwater grant funds.

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the April 2011 Payroll Checks. Councilmember Steele made a MOTION to approve the April 2011 Payroll Checks No. 17683 through No. 17736 in the amount of $122,029.43. Councilmember Nick SECONDED. Motion Carried.

Mayor Colinas opened for consideration approval of the April 2011 Claim Checks.  Councilmember Steele made a MOTION to approve the April 2011 Claim Checks No. 22185 through No. 22236 in the amount of $126,560.20. Councilmember Gallagher SECONDED. Motion Carried.

Mayor Colinas opened for consideration approval of the April 2011 Checks. Councilmember Steele made a MOTION to approve April Checks No. 9953 through No. 9961 in the amount of $14,820.63. Councilmember Corpron-Smith SECONDED. Motion Carried.
