Mayor Colinas called the regular Brier City Council Meeting to order at 7:30:09 PM the Mayor dispensed with the flag salute.

STAFF:                                       Clerk-Treasurer Swisher; City Planner Gaudette.

Public Requests & Oral Communications: None.

Reports of Committees & City Officials:

Councilmember Kaemingk reported that he, Mayor Colinas & Councilmember Olson attended the June 9^th police negotiations and he, Mayor Colinas & Councilmember Krienke attended the June 1^st Regional Fire Authority meeting.

Councilmember Steele reported she attended the ESCA Board of Director’s meeting on May 26^th and reviewed the claims on June 12^th. She will be attending a RMSA board meeting in Spokane next week.

Mayor Colinas reported that he and Clerk-Treasurer Swisher met with WCIA last Thursday. He reported on his SERS board meeting.

Councilmember Krienke attended the June 1^st Regional Fire Authority meeting and the June 8^th Parks Board meeting. Tomorrow the Snohomish County Council will vote on our Interlocal Agreement for the Locust Creek Park project. He attended the Regional Fire Authority Level of Service meeting on June 9^th.

Councilmember Olson attended the Police Negotiations meeting on June 9^th.

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of May 24, 2011. Councilmember Steele made a MOTION to approve the Brier City Council Minutes of May 24, 2011. Councilmember Gallagher SECONDED. Motion Carried with Councilmember Nick abstaining.

Mayor Colinas opened for consideration approval of the Brier City Council Workshop Minutes of June 7, 2011. Councilmember Krienke made a MOTION to approve Brier City Council Workshop Minutes of June 7, 2011. Councilmember Olson SECONDED. Motion Carried.

Consent Agenda:

Mayor Colinas opened for consideration approval of the consent agenda which includes approval of the contract for Correction Work Crew with Snohomish County Corrections, and approval of the agreement with Ivary & Associates to provide construction planning of Locust Creek Park in an amount not to exceed $10,000.00. Councilmember Nick made a MOTION to approve the contract for Correction Work Crew with Snohomish County Corrections. Councilmember Gallagher SECONDED. Motion Carried.

Councilmember Nick made a MOTION to approve the agreement with Ivary & Associates to provide construction planning of Locust Creek Park in an amount not to exceed $10,000.00. Councilmember Corpron-Smith SECONDED. Motion Carried.

Hearings:

Mayor Colinas opened the initial discussion for the Business License #BR11-047 for Del’s Cleaning Service located at 22925 29^th Ave W, Brier, by Delbert Starkenburg. City Planner Nicole Gaudette gave a brief overview of the application and recommended approval. Mayor Colinas opened the Public Hearing at 7:47:51 PM. Mayor Colinas closed the Public Hearing at 7:48:29 PM. Councilmember Steele made a MOTION to approve Business License #BR11-047 for Del’s Cleaning service located at 22925 29^th Ave W, Brier, by Delbert Starkenburg. Councilmember Olson SECONDED. Motion Carried.

Miscellaneous Business by Call of Councilmembers & City Officials:

Councilmember Krienke made a MOTION to authorize the Mayor to make a fuel purchase of up to $16,250.00. Councilmember Corpron-Smith SECONDED. Motion Carried.

Councilmember Steele will not be in attendance next week and she noticed that the library grounds look nice.

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the May 2011 Payroll Checks. Councilmember Steele made a MOTION to approve the May 2011 Payroll Checks No. 17737 through No. 17796 in the amount of $125,578.54 and voided Checks No. 17783 through No. 17786. Councilmember Corpron-Smith SECONDED. Motion Carried.

Mayor Colinas opened for consideration approval of the May 2011 Claim Checks.  Councilmember Steele made a MOTION to approve the May 2011 Claim Checks No. 22237 through No. 22306 in the amount of $389,918.46. Councilmember Nick SECONDED. Motion Carried.

Mayor Colinas opened for consideration approval of the May 2011 Checks. Councilmember Steele made a MOTION to approve the May 2011 Checks No. 9962 through No. 9972 in the amount of $58,406.97. Councilmember Olson SECONDED. Motion Carried.
