BRIER CITY COUNCIL MINUTES

August 9, 2011

Mayor Colinas called the regular Brier City Council Meeting to order at 7:30:13 PM  and the Mayor dispensed with the flag salute.

 

Roll Call:                 

PRESENT:                                  Mayor Colinas; Councilmember Corpron-Smith, Kaemingk, Krienke, Steele, Gallagher, Olson and Nick.

ABSENT:                                    None.

STAFF:                                       Clerk-Treasurer Swisher; City Planner Gaudette.

 

Public Requests & Oral Communications: None.

 

 

Reports of Committees & City Officials:

Councilmember Kaemingk attended the RFA meeting on August 3rd and the police negotiation meeting on August 4th.

 

Councilmember Steele reviewed the checks on August 6th. She enjoyed National Night Out and felt it was a great success.

 

Councilmember Krienke attended the RFA meeting on August 3rd.

 

Councilmember Olson attended the police negotiations on August 4th.

 

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of July 26, 2011. Councilmember Nick made a MOTION to approve the Brier City Council Minutes of July 26, 2011. Councilmember Olson SECONDED. Motion Carried.

 

 

Hearings:

Mayor Colinas offered the floor to City Planner Gaudette; she gave a brief overview of the ordinance changes. Mayor Colinas opened the public hearing on Ordinance No. 389 regarding critical areas at 7:38:25 PM.

 

Fred Stouder, City Manager for City of Kenmore 18120 68th Ave NE,  acknowledged the work and time put into our critical areas changes. He stated that the City of Kenmore still has some questions and concerns with our ordinance.

 

David Baker, Mayor for City of Kenmore 7416 NE 169th St SE, Kenmore,  agreed that the City of Kenmore still has concerns and issues regarding our critical areas ordinance and in particular the opening for loopholes.

 

Mayor Colinas closed the public hearing at 7:46:17 PM.

 

 

New Business, Petitions, Communications, Applications & Appeals:

Mayor Colinas read the Attorney General’s advisory memorandum on takings guidance.

 

Mayor Colinas opened for discussion the service agreement with Guardian Security for elevator and fire alarm system monitoring. Mayor Colinas called a recess for 5 minutes at 7:53:59 PM. The meeting resumed at 7:59:57 PM.

Councilmember Krienke made a MOTION to authorize the Mayor’s signature on the service agreement with Guardian Security for elevator and fire alarm system monitoring. Councilmember Steele SECONDED. Motion Carried.

 

 

Ordinances, Resolutions & Orders:

Mayor Colinas opened for consideration a decision regarding Ordinance No. 389 regarding critical areas. Councilmember Steele made a MOTION to approve Ordinance No. 389 regarding critical areas and amending the wording in 18.60.010 A3 & A4 changing: “are non-salmonid bearing” to “do not contain salmonid fish habitat”. Councilmember Nick SECONDED. There was Council discussion. Motion Carried.

 

 

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the July 2011 Payroll Checks. Councilmember Steele made a MOTION to approve the July 2011 Payroll Checks No. 17856 through No. 17912 in the amount of $129,337.69. Councilmember Corpron-Smith SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration approval of the July 2011 Claim Checks.  Councilmember Steele made a MOTION to approve the July 2011 Claim Checks No. 22353 through No. 22406 in the amount of $102,832.38. Councilmember Gallagher SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration approval of the July 2011 Checks. Councilmember Steele made a MOTION to approve July 2011 Checks No. 9985 through No. 9995 in the amount of $8,348.32. Councilmember Corpron-Smith SECONDED. Motion Carried.

 

 

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Colinas is shaping up his agenda for the workshop next week. He asked City Planner Gaudette what items will be ready; she stated the wireless tower ordinance, fee schedule and the business license ordinances. Mayor Colinas stated that he would expect they will have an executive session to give an update on the police negotiations; additionally he will prepare to give an update for our upcoming budget discussions.

 

Councilmember Olson asked if anyone responded to the email from the company wanting to place speed cameras in the city.
