BRIER CITY COUNCIL MINUTES

October 11, 2011

Workshop Minutes

Mayor Colinas called the regular Brier City Council Meeting to order at 7:30:15 PM and the flag salute was given.

 

Roll Call:                 

PRESENT:                                  Mayor Colinas; Councilmember Kaemingk, Krienke, Steele, Gallagher, Olson and Nick. Councilmember Corpron-Smith arrived at 7:31:18 PM.

STAFF:                                       Clerk-Treasurer Swisher.

 

Public Requests & Oral Communications:

Shelly Oberman 2940 243rd Pl W wanted to know if the Council has considered putting in new playground equipment for Brier Park.

 

Reports of Committees & City Officials:

Councilmember Steele met with the State Auditor on October 6th; she reviewed the claims on October 8th; attended the September 30th AWC/RMSA board meeting and attended the September 22nd ESCA meeting.

 

Councilmember Kaemingk attended the RFA meeting on October 5th.

 

Mayor Colinas reported that he has had no response from the FOP to schedule further meetings for negotiations. The Laborers Union was open and understanding about the medical changes that are forth coming.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of, September 27, 2011.  Councilmember Nick made a MOTION to approve the Brier City Council Minutes of, September 27, 2011. Councilmember Krienke SECONDED. Motion Carried with Council members Olson, Steele & Kaemingk abstaining.

 

Mayor Colinas opened for consideration approval of the Brier City Council Workshop Minutes of, October 4, 2011.   Councilmember Steele made a MOTION to approve Brier City Council Workshop Minutes of, October 4, 2011. Councilmember Olson SECONDED. Motion Carried. Councilmember Krienke abstained.

 

Consent Agenda:

Mayor Colinas opened for consideration approval of the consent agenda which includes authorizing the Mayor’s signature on the Master Participation Agreement with AWC Employee Benefit Trust, and authorizing the Mayor’s signature on an agreement with AFTS for outsourcing of Utility Billing.   Councilmember Corpron-Smith made a MOTION to approve the consent agenda which includes, authorizing the Mayor’s signature on the Master Participation Agreement with AWC Employee Benefit Trust, and authorizing the Mayor’s signature on an agreement with AFTS for outsourcing of Utility Billing. Councilmember Nick SECONDED. Motion Carried.

 

Hearings:

Mayor Colinas opened the continuation of the Public Hearing to a date certain of December 13, 2011 for the zoning in the Allview Annexation area. Councilmember Krienke made a MOTION to continue the Public Hearing to a date certain of December 13, 2011 for the zoning in the Allview Annexation area. Councilmember Gallagher SECONDED. Motion Carried.

 

Ordinances, Resolutions & Orders:

Mayor Colinas opened for consideration a decision regarding Resolution #527 amending the fee schedule.    Councilmember Corpron-Smith made a MOTION to approve Resolution #527 amending the fee schedule. Councilmember Nick SECONDED. Motion Carried. 7:53:29 PM

 

Miscellaneous Business by Call of Councilmembers & City Officials

Mayor Colinas opened the discussion regarding the City of Kenmore filing an appeal with the Growth Management Review Board in regard to our critical areas ordinance. He asked the Council to authorize him to enter into an agreement with Carol Morris to represent us in this issue. Councilmember Gallagher made a MOTION to authorize the Mayor to enter into an agreement with Carol Morris to represent us for an amount up to $5,000. Councilmember Olson SECONDED. Motion Carried.

 

Councilmember Corpron-Smith expressed her concerns regarding a proposal from Peggy Dare to compost horse manure here at the horse arena. She feels it is too close to storm drainage. The Mayor assured the Council that this project will not be going forward.

 

Councilmember Steele complimented Public Works on the shiny red garbage cans. At Brierwood Park the blackberries have been cut way back and she is hoping the replanting by the Conservation District this coming weekend will help to keep people out of the wetland areas.

 

Councilmember Gallagher mentioned that many soccer fans have complimented the City for the fence in Brier Park along 228th.

 

Mayor Colinas asked the Council to consider authorization for the concrete work to finish the 214th St drainage project. Councilmember Krienke made a MOTION to authorize Edge Concrete Construction to do the concrete work on the 214th St. drainage project in an amount up to $4,165 plus applicable sales tax. Councilmember Nick SECONDED. Motion Carried.

 

Auditing of Accounts

Mayor Colinas opened for consideration approval of the September 2011 Payroll Checks.

 

Councilmember Steele made a MOTION to approve the September 2011 Payroll Checks No. 17971 through No. 18027 in the amount of $128,303.82. Councilmember Corpron-Smith SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration approval of the September 2011 Claim Checks.  Councilmember Steele made a MOTION to approve the September 2011 Claim Checks No. 22464 through No.22520 in the amount of $196,997.89. Councilmember Nick SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration approval of the September Checks. Councilmember Steele made a MOTION to approve the September 2011 Checks No. 10006 through No. 10013 in the amount of $9998.15. Councilmember Gallagher SECONDED. Motion Carried.

 

Adjournment

Mayor Colinas declared the meeting adjourned to workshop at 8:22:03 PM.
