BRIER CITY COUNCIL MINUTES

November 8, 2011


Mayor Colinas called the regular Brier City Council Meeting to order at 7:30:19 PM and the flag salute was dispensed with.

 

Roll Call:                 

PRESENT:                                  Mayor Colinas; Councilmember Kaemingk, Krienke, Steele, Gallagher, Olson and Nick.

ABSENT:                                    Councilmember Corpron-Smith.

STAFF:                                       Clerk-Treasurer Swisher.

 

Public Requests & Oral Communications: None

 

Reports of Committees & City Officials:

Councilmember Krienke attended the RFA planning meeting on November 2nd.

Councilmember Steele met with Representative Mark Liias and gave him the information that the Council had discussed.

Councilmember Kaemingk attended the RFA planning meeting on November 2nd.

Mayor Colinas stated that he was contacted by Paul Hopkins from Brier Community Church about how they can further serve the community.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of, October 25, 2011. Councilmember Nick made a MOTION to approve the Brier City Council Workshop Minutes of October 25, 2011. Councilmember Olson SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration approval of the Brier City Council Workshop Minutes of November 1, 2011. Councilmember Gallagher made a MOTION to approve the Brier City Council Minutes of November 1, 2011. Councilmember Steele SECONDED. Motion Carried.

 

Hearings:

Mayor Colinas opened the public hearing on Ordinance No. 394, adopting the 2012 Operating Budget at 7:41:00 PM. No public was in attendance. Mayor Colinas closed the public hearing at 7:41:41 PM.

 

Ordinances, Resolutions & Orders:

Mayor Colinas opened for consideration a decision regarding Ordinance No. 394, adopting the 2012 Operating Budget. Councilmember Steele made a MOTION to approve Ordinance No. 394, adopting the 2012 Operating Budget. Councilmember Krienke SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration approval of Resolution No. 530, adopting the 2012-2017 Six Year Street Plan. Councilmember Nick made a MOTION to approve Resolution No. 530, adopting the 2012-2017 Six Year Street Plan. Councilmember Olson SECONDED. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Colinas asked the Council to confirm his appointment of Marilyn Joplin to the Library Board in Position #6 through December 31, 2014. Councilmember Krienke made a MOTION to confirm his appointment of Marilyn Joplin to the Library Board in Position #6 through December 31, 2014. Councilmember Nick SECONDED. Motion Carried.

 

Councilmember Krienke stated that the Parks Board has requested $500 for the annual tree lighting event. Councilmember Krienke made a MOTION to approve the Parks Board request of $500 for the annual tree lighting event. Councilmember Steele SECONDED. Motion Carried.

 

Auditing of Accounts:

Mayor Colinas opened for consideration approval of the 2011 Payroll Checks. Councilmember Steele made a MOTION to approve the 2011 Payroll Checks No. 18028 through No. 18084 in the amount of $127,735.74. Councilmember Gallagher SECONDED. Motion Carried.

 

Mayor Colinas opened for consideration approval of the 2011 Claim Checks.  Councilmember Steele made a MOTION to approve the 2011 Claim Checks No. 22521 through No. 22577 in the amount of $140,759.36. Councilmember Nick SECONDED. Councilmember Steele questioned that there was over $1,000 spent on the 2003 Crown Victoria. Motion Carried.

 

Mayor Colinas opened for consideration approval of the 2011 Checks. Councilmember Steele made a MOTION to approve 2011 Checks No. 10014 through No. 10019 in the amount of $33,396.48. Councilmember Olson SECONDED. Motion Carried.

 

Executive Session Pursuit to RCW 42.30 110(1)(i) to discuss potential litigation with legal counsel:

Mayor Colinas stated that legal counsel Carol Morris will be included via telephone and adjourned the meeting to executive session at 8:06:13 PM for a period of 30 minutes. 8:37:05 PM The Council returned from executive session.

 

Councilmember Krienke made a MOTION to Authorize Carol Morris to sign the joint motion to extend the settlement discussion for 90 days. Councilmember Steele SECONDED. Motion Carried. 8:38:11 PM

Mayor Colinas declared the meeting adjourned at 8:41:15 PM .
