BRIER CITY COUNCIL MINUTES
January 24, 2012
Mayor Colinas called the regular Brier City Council
Meeting to order at 7:30:19 PM and the flag salute was given.
Roll Call:
PRESENT: Mayor Colinas; Councilmember
Kaemingk, Krienke, Steele, Gallagher, Olson, Nick and Joplin.
STAFF: Clerk-Treasurer
Swisher.
Public
Requests & Oral Communications:
Messek Nabil,
Brier, waged a complaint about the snow plowing down his street and on 36th,
he had an accident last week and he believes the road should have been closed
down and that there should be a barrier put on the opposite side of the road on
214th.
Reports of
Committees & City Officials:
Councilmember Steele reviewed claims on
January 23rd and has an ESCA meeting on Thursday January 26th.
Councilmember Krienke attended the RFA level
of service meeting on January 12, 2012.
Councilmember Nick attended the January
11, 2012 Parks Board meeting.
Councilmember Olson is scheduled to attend the
Police negotiations meeting on January 30, 2012.
Approval
of Minutes:
Mayor Colinas opened for consideration approval of the Brier City
Council Minutes of January 10, 2012. Councilmember
Nick made a MOTION to approve the Brier City Council Minutes of
January 10, 2012. Councilmember Steele SECONDED.
Motion Carried.
Mayor Colinas opened for consideration approval of the Brier City Council
Workshop Minutes of January 17, 2012. Councilmember
Gallagher made a MOTION to approve Brier City Council Workshop
Minutes of January 17, 2012. Councilmember Joplin SECONDED.
Motion Carried. Councilmember Olson abstained.
Consent
Agenda:
Mayor Colinas opened for consideration the approval to release the
Assignment of Funds for the Meitzner Short Plat
#07-001 in the amount of $14,235.30. Councilmember
Nick made a MOTION to approve release of Assignment of Funds for
the Meitzner Short Plat #07-001 in the amount of
$14,235.30. Councilmember Krienke SECONDED.
Motion Carried.
Hearings:
Mayor Colinas opened the public hearing on Ordinance
No. 398 amending section 2.04.010 pertaining to City Council meeting times
at 7:47:53 PM. Mayor Colinas closed the public hearing at 7:48:31 PM.
Councilmember Olson made a MOTION to approve
Ordinance No. 398 amending section 2.04.010 pertaining to City Council meeting
times. Councilmember Nick SECONDED. Motion Carried.
Miscellaneous
Business by Call of Councilmembers & City Officials
Councilmember Steele made a MOTION to authorize the
Mayor’s signature and approve the renewal contract for Public Defense Services
with Gregory Schrag. Councilmember Olson SECONDED. Motion Carried.
Councilmember Krienke made a MOTION to authorize the
Mayor’s signature and approve the renewal contract for Prosecution Services with Darrel Johnson. Councilmember Nick SECONDED. Motion Carried.
Councilmember Krienke made a MOTION to authorize the
Mayor’s signature and approve the contract addendum with Morris Law to increase the contract amount
for an additional $5,000 bringing the total to $10,000. Councilmember
Gallagher SECONDED. Motion
Carried.
Mayor Colinas discussed the Locust Creek
Park design theory. He
would like to work a time in to bring the Council and Park Board together to
discuss the project.
Councilmember Olson made a MOTION to cancel the
workshop meeting of February 7, 2012. Councilmember Nick SECONDED. Motion Carried.
Councilmember Nick made a MOTION to set February 8,
2012, 7PM as a special joint meeting between the Brier City Council and the
Brier Parks Board. Councilmember Olson SECONDED. Motion Carried.
Mayor Colinas read into the record the request for
public to propose amendments to the Comprehensive Plan, application deadline is
March 30, 2012.
Auditing
of Accounts
Mayor Colinas opened for consideration approval of the January 2012
Claim Checks. Councilmember
Steele made a MOTION to approve the January 2012 Claim Checks No.
22690 through No. 22707 in the amount of $267,911.11.
Councilmember Krienke SECONDED. Motion
Carried.
Executive
Session
Mayor Colinas adjourned to
Executive Session pursuit to RCW 42.30.110(1)(i) to
discuss potential litigation with attorney Carol Morris attending by telephone
for 30 minutes and adjourning the meeting 8:30:39 PM .
