Mayor Colinas called the regular Brier City Council Meeting to order at 7:02:15 PM and the flag salute was given.

ABSENT:                                    Councilmember Joplin.

Reports of Committees & City Officials:

Councilmember Gallagher attended the CT Board elections.

Councilmember Kaemingk attended the February 1 RFA meeting.

Councilmember Steele reviewed the claims on February 12^th, attended the January 26th ESCA board meeting and is now the chair.

Councilmember Krienke attended the February 1^st RFA meeting, February 9^th RFA level of service meeting.

Councilmember Nick stated that he and all the Councilmembers attended the joint meeting with the Parks Board on February 8^th.

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of January 24, 2012. Councilmember Gallagher made a MOTION to approve the Brier City Workshop Minutes of January 24, 2012. Councilmember Nick SECONDED. Motion Carried.

Consent Agenda:

Mayor Colinas opened for consideration confirmation of the Mayor’s appointment of Shelly Magnuson to Planning Commission No. 4 with a term to expire January 31, 2014. Councilmember Kaemingk made a MOTION to approve confirmation of the Mayor’s appointment of Shelly Magnuson to Planning Commission No. 4 with a term to expire January 31, 2014. Councilmember Nick SECONDED. Motion Carried.

Hearings:

Mayor Colinas opened the initial discussion for the Business License #BR12-003 for CJ’s Mobile Pet Sitting located at 23144 23^rd Ave W, Brier, by Christy J. Shew. City Planner Nicole Gaudette gave a brief overview of the application and recommended approval. Christy Shew the owner of the business explained that the majority of her business is in Seattle and she works in the home of the patients. Mayor Colinas opened the Public Hearing at 7:17:32 PM. Rich Trowberg, Brier, was concerned about parking being limited in that area. Mayor Colinas closed the Public Hearing at 7:19:09 PM. Councilmember Krienke made a MOTION to approve Business License #BR12-003 for CJ’s Mobile Pet Sitting located at 23144 23^rd Ave W, Brier, by Christy J. Shew. Councilmember Olson SECONDED. Motion Carried.

Miscellaneous Business by Call of Councilmembers & City Officials

Mayor Colinas approached the Council about the annual review of our fee schedule and asked if they had any desire to look at those fees. There was no interest in making any changes to the fee schedule.

Councilmember Krienke made a MOTION to authorize the purchase of gas and diesel from Nelson Petroleum in the amount of $34,762.95. Councilmember Nick SECONDED. Motion Carried.

Mayor Colinas noted that next Thursday, February 23^rd, is the South Snohomish Counties Cities & Town meeting.

Councilmember Gallagher will be absent the first two meetings in March.

Councilmember Kaemingk acknowledged the police negotiating team of Chief Lane, Councilmember Olson and complimented Mayor Colinas on his relentless pursuit of a just and fair agreement for both parties.

Councilmember Nick complimented the Brier Police Department on the great job they have been doing with crime in his neighborhood.

Councilmember Olson mentioned the increased morning volume of traffic since the tolling began on the 520 floating bridge and asked if we could pursue putting out the traffic count meters on 228th.

Auditing of Accounts

Mayor Colinas opened for consideration approval of the 2012 Payroll Checks. Councilmember Steele made a MOTION to approve the 2012 Payroll Checks No. 18195 through No. 19246 in the amount of $149,366.03 with Checks No. 18194 being voided. Councilmember Kaemingk SECONDED. Motion Carried.

Mayor Colinas opened for consideration approval of the 2012 Claim Checks.  Councilmember Steele made a MOTION to approve the 2012 Claim Checks No. 22717 through No. 22779 in the amount of $149,366.03 with voided Checks No. 22708 – No. 22716. Councilmember Kaemingk SECONDED. Motion Carried.

Mayor Colinas opened for consideration approval of the 2012 Checks. Councilmember Steele made a MOTION to approve 2012 Checks No. 10035 through No.10041 in the amount of $7,618.87. Councilmember Nick SECONDED. Motion Carried.

Executive Session

Mayor Colinas stated that no Executive Session was needed.
