BRIER CITY COUNCIL MINUTES

May 1, 2012

Mayor Colinas called the regular Brier City Council Meeting to order at 7:00:14 PM the flag salute was dispensed with.

 

Roll Call:                 

PRESENT:                                  Mayor Colinas; Councilmember Kaemingk, Krienke, Steele, Gallagher, Olson, Nick and Joplin.

ABSENT:                                    None.

STAFF:                                       Clerk-Treasurer Swisher; City Planner Gaudette.

 

Public Requests & Oral Communications: None.

 

Reports of Committees & City Officials:

Councilmember Steele met with the Director of ESCA regarding grant funding.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of April 24, 2012. Councilmember Nick MOVED to approve the Brier City Council Minutes of April 24, 2012. Councilmember Olson SECONDED. Motion Carried.

 

Hearings

Mayor Colinas opened the initial discussion for Ordinance No. 401 for the Annexation of the Allview Area. Mayor Colinas opened the Public Hearing at 7:05:27 PM.

Vladin Milosavljevic represents the property at 23005 27th Avenue West, the property has 54 investors; he is against this annexation and they will not receive any more services then they receive now and the proposed down zoning proposed in the annexation he thinks is unfair. He doesn’t think the people that live in Allview Heights understand what they are losing and that he believes it will take 10-15 years to get sewer.

Kay Hogan 23027 25th Avenue West has 3 lots 13, 14, & 15; he is against the annexation, he does not need sewer and believes that taxes will go up.

Wenvhen Jin 23015 27th Avenue West is for the annexation. How soon will people be able to hook up to sewer and she asked if it will really take 10-15 years to get sewer.

Tim Nesseth 2710 Allview Way is for the annexation. They really want to be in Brier and have told people they are already in Brier, they like the larger lot sizes. He is looking forward to the availability to have our police department handle the minor incidents in their neighborhood.

Dave Johnson 2711 234th St. SW handed out a letter stating that the comprehensive plan needs to be updated this year and this annexation included in it as well as proposed changes to the MUGA boundary.

John Borga 22928 25th Avenue West thanked the City for keeping the larger lot sizes and he wants this annexation.

Leann Rayfuse 2710 Allview Way is in favor of the annexation and the larger lot size along with the ability to have sewer in the future if needed.

Tom Mohle 22907 25th Avenue West wants to be in Brier, likes the larger lot size and he wants to be on sewer.

Monica Somers 22927 25th Avenue West asked do they have to pay for sewer if they are not on sewer.

 

Councilmember Krienke made a MOTION to close the public hearing. Councilmember Steele SECONDED. Motion Carried.

Mayor Colinas closed the Public Hearing at 7:18:45 PM .

 

New Business, Petitions, Communications, Applications & Appeals:

Mayor Colinas opened the discussion for the Conditional Use Permit #12-001 submitted by Art Alley located at 23224 34th Avenue West, to allow a Secondary Dwelling Unit.

City Planner Nicole Gaudette gave a brief overview of the application. Councilmember Kaemingk made a MOTION to approve the Conditional Use Permit #12-001 submitted by Art Alley located at 23224 34th Avenue West, to allow a Secondary Dwelling Unit with the conditions as stated by our City Planner. Councilmember Krienke SECONDED. There was Council discussion. 7:27:47 PM Motion carried.

 

Ordinances, Resolutions & Orders

Mayor Colinas opened for consideration Ordinance No. 401, for the Annexation of the Allview Area. Councilmember Nick made a MOTION to approve Ordinance No. 401, for the Annexation of the Allview Area. Councilmember Joplin SECONDED. 7:30:01 PM Motion carried with Councilmember Gallagher abstaining as he is a property owner.

 

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Colinas shared that we are in the process of having the Library bathrooms tiled. A contractor has been hired and the tile has been ordered.

Councilmember Olson asked about the Stream Study results that were favorable for the City of Brier.

Councilmember Joplin will be absent the next two weeks.
