BRIER CITY COUNCIL MINUTES

May 22, 2012

Mayor Colinas called the regular Brier City Council Meeting to order at 7:00:42 PM  and the flag salute was given.

 

Roll Call:

PRESENT:                                  Mayor Colinas; Councilmember Kaemingk, Krienke, Steele, Gallagher, Olson, Nick and Joplin.

ABSENT:                                    None.

STAFF:                                       City Planner Gaudette.

                   

Public Requests & Oral Communications:

Superintendent Nick Brossoit of Edmonds School District gave an update on the School District. 7:01:17 PM

Dave Johnson- 2711 234th St SW, would like to see the Northshore School District do a presentation and would like to see Brier more involved with Northshore.

 

Reports of Committees & City Officials:

Councilmember Nick attended a Parks Board Meeting on May 9th, 2012.

Councilmember Steele received an email from a resident stating that 2 Eagles are nesting in Brierwood.

Councilmember Kaemingk attended a Planning Commission Meeting on May 16th, 2012.

Councilmember Gallagher attended a Library Board Meeting on May 9th, 2012.

 

Approval of Minutes:

Mayor Colinas opened for consideration approval of the Brier City Council Minutes of May 8, 2012. Councilmember Steele made a MOTION to approve the Brier City Council Minutes of May 8, 2012. Councilmember Olson SECONDED. Motion Carried.

Consent Agenda:

Mayor Colinas opened for consideration the consent agenda which includes approval of the Snohomish County Regional Drug and Gang Task Force interlocal agreement for July 2012 to June 2013. Councilmember Olson made a MOTION to approve the consent agenda which includes approval of the Snohomish County Regional Drug and Gang Task Force interlocal agreement for July 2012 to June 2013. Councilmember Nick SECONDED. Motion Carried.

 

Unfinished Business:

Mayor Colinas opened for consideration a decision regarding Conditional Use Permit CU12-002 for a secondary dwelling unit at 2754 216th St SW, for Duane Herzig. City Planner Gaudette gave a brief overview. Councilmember Krienke made a MOTION to approve Conditional Use Permit CU12-002 for a secondary dwelling unit at 2754 216th St SW, for Duane Herzig. Councilmember Olson SECONDED. Motion Carried.

 

Hearings:

Mayor Colinas opened the initial discussion to consider Ordinance No. 402 approving the proposed Brier Shoreline Master Program update. Amy Summe, from Water Shed Company and Ferdouse Oneza, from ICF International gave a brief presentation on the Shoreline Master Program Update. Mayor Colinas opened the Public Hearing at 7:50:41 PM. Mayor Colinas closed the Public Hearing at 7:51:30 PM .

 

Mayor Colinas opened the initial discussion of the initial review of the 2012 Proposed Comprehensive Plan Amendments. City Planner Gaudette gave a brief overview. Mayor Colinas opened the Public Hearing at 7:54:39 PM. Mayor Colinas closed the Public Hearing at 7:55:23 PM.

 

Mayor Colinas opened the initial discussion to consider Ordinance No. 403 amending and replacing Chapter 8.04 relating to outdoor burning. City Planner Gaudette gave a brief overview. Mayor Colinas opened the Public Hearing at 7:57:32 PM. Mayor Colinas closed the Public Hearing at 7:58:13 PM.

 

Mayor Colinas opened the initial discussion to consider Ordinance No. 404 amending and replacing Chapter 8.12 relating to nuisances. City Planner Gaudette gave a brief overview. Mayor Colinas opened the Public Hearing at 8:00:09 PM. Mayor Colinas closed the Public Hearing at 8:00:27 PM.

 

Mayor Colinas opened the initial discussion to consider Ordinance No. 405 creating Chapter 8.36 relating to junk and inoperable vehicles. City Planner Gaudette gave a brief overview. Mayor Colinas opened the Public Hearing at 8:03:23 PM. Mayor Colinas closed the Public Hearing at 8:04:01 PM.

New Business, Petitions, Communications, Applications & Appeals:

Mayor Colinas opened for consideration the confirmation of the Mayor’s appointment of Bill Kolden to the Planning Commission, Position No. 4, set to expire January 31, 2014. Councilmember Kaemingk made a MOTION confirming the Mayor’s appointment of Bill Kolden to the Planning Commission, Position No. 4, set to expire January 31, 2014. Councilmember Steele SECONDED. Motion Carried.

 

Ordinances, Resolutions & Orders:

Mayor Colinas opened for discussion of Ordinance No. 402 approving the proposed Brier Shoreline Master Program update. Councilmember Kaemingk made a MOTION to approve Ordinance No. 402 approving the proposed Brier Shoreline Master Program update. Councilmember Gallagher SECONDED

Motion Carried.

 

Mayor Colinas opened for discussion of Ordinance No. 403 amending and replacing Chapter 8.04 relating to outdoor burning. Mayor Colinas opened for discussion of Ordinance No. 406 amending Chapter 17.48 relating to parking. Councilmember Joplin made a MOTION to approve Ordinance No. 406 amending Chapter 17.48 relating to parking. Councilmember Steele SECONDED. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Mayor Colinas discussed the cancelation of the June 5th Brier City Council Meeting due to lack of business. Councilmember Olson made a MOTION to cancel the June 5th Brier City Council Meeting due to lack of business. Councilmember Gallagher SECONDED. Motion Carried.

There was RFA discussion amongst the council.

Councilmember Nick brought up some concerns that the Park Board had, such as, when power would be available for the tree lighting location, the drinking fountain at Brier Park not being ADA accessible, and when the bid for Locust Creek Park would be done.

Councilmember Steele will be attending the ESCA meeting next Thursday.

Councilmember Kaemingk wanted to know when Ordinance No 405 would be in effect.

 

Adjournment:

Councilmember Gallagher made a MOTION to adjourn. Mayor Colinas declared the meeting adjourned at 8:43:15 PM. Councilmember Steele SECONDED. Motion Carried.
